Communists Have No Reason to Waver

Communists are undermined by the wind of the past, by their old legacy of loyalty and servility to the death. Many of our comrades sent communists this year to represent us at the 10th Congress, but not to help our work, whether with words or with personal example. That Congress did not become a tribune of the times and of working people, but a platform for judgments and insults, for mutual accusations and empty slogans. It did not do honor to anyone who appeared there waving a fist as in old times, nor to anyone who tried to cloak slander and nihilism in the garb of reform. In these circumstances, the question arises naturally: should communists waver? Should they renounce their convictions whenever a different wind blows? No. A communist has no reason to waver if he has a clear conscience about what has been done right and what must be done now. To be a communist does not mean to be rigid; it means to be devoted to social justice, to work, to the ordinary person, to the homeland. It is those who have never had convictions, only interests, who should waver. Those who yesterday swore by the line and today swear by the anti-line. Those who bow before the stronger and raise their voice only before the weaker. Those who harmed the party through silence, servility, incompetence, and fear of speaking the truth. Honest communists have no reason to waver; on the contrary, they must bear the weight of responsibility and work. The Party needs people of character, not reeds that sway in every storm. It needs fair criticism and civic courage, not bravado after the assembly. It needs a clear mind, a warm heart, and working hands. If we are to reform ourselves, we must do so with dignity, not self-humiliation; with truth, not with shouting; with calm, not with hysteria. Therefore communists have no reason to waver. They do have reason to think, to work, to first demand accountability from themselves and then from others. They have reason to clearly separate themselves from dogma and fear, but not from the ideal of equality and progress. The times call for moral courage and independent thought. Wavering is a sign of weakness; conscious firmness is a sign of strength.

THE ROOTS OF DEMOCRACY ARE IN WORK

New Duties for the Election Campaign

In the district of Korçë, lively debate has begun over the candidate lists and the way the campaign will be conducted. Party organizations and local authorities are calling for the race to be calm, civic-minded, and based on programs, not on insults and bitterness. In several enterprises and cooperatives, open meetings have been held where people have expressed different opinions about the candidates and the responsibilities that must be assumed in the future. This process is being accompanied by the demand that every candidate become closely acquainted with the voters’ concerns, with the problems of supply, transport, housing, and services. In this sense, the campaign is taking on more concrete, more down-to-earth, less ceremonial features. It is moving away from the old practices of commanded applause and drawing closer to a confrontation with reality. However, difficulties are not lacking. There are still voices trying to dictate the elections from above, to create closed lists, or to encourage passivity. This is precisely where civic vigilance, openness of thought, and respect for the law are needed. In the photo: an aspect of the preparatory work in a polling station. It is written to us and says: “such deviations are unacceptable for free and fair elections.” It comes from the people and with the people the responsibility for the future will move forward. On the other hand, work is being done to clarify procedures, register voters, and ensure the broadest possible participation. This is important, because an election is measured not only by voting day, but also by the way it is prepared.

Improvement in Services to the People Is Expected

In Vlorë, efforts are being made to improve commercial, municipal, and transport services. The relevant bodies have analyzed the situation and have called for immediate measures to eliminate delays, shortages, and bureaucratic behavior. Special emphasis has been placed on the supply of everyday consumer goods, on increasing the cleanliness of the city, and on the regularity of urban traffic. Citizens have expressed dissatisfaction with long queues, lack of information, and lack of responsibility at some service points. In this context, local leaders have asked enterprises and institutions to be closer to people and to account for every shortcoming. Improving services is seen as a concrete test of the ability to govern responsibly and to win the citizen’s trust.

Solving Problems, Not Mere Observations

The group of young councilors is asked for daily work, contact with people, and concrete solutions to the issues that worry them. Formal meetings and dry reports are no longer enough. It is demanded that every problem raised by citizens be followed through to the end and not get lost in the corridors of offices. Wherever leaders have retreated into themselves, delays have increased and ties with the masses have weakened. On the contrary, where open speech and responsibility have emerged, ways have been found to ease difficulties. Therefore, what is required is the solving of problems and not merely their recording on paper. This is also the new test of administration in the conditions of major social change.

Admiration Is Responding Better to the Situation

Positive examples are coming from collectives that have known how to organize work, maintain discipline, and avoid losses. Where leaders are closer to the workers, the atmosphere is warmer, also in the human sense, and the results are more evident. Good experience needs to be spread. It is not enough to mention one example; it must become everyone’s property. This helps not only production, but also the social morale at a time of uncertainty and pressure.
