In the name of the members of the families of the workers of the Prrenjas coal mine, we state through this telegram that we are aware of the danger threatening our country, socialism, our homeland and our families. We write with concern not only for ourselves and our children but for the whole people and our homeland. We stand with the Marxist-Leninist line of the Party of Labour of Albania because for us it is the only path that can lead Albania out of its difficult economic situation. Whoever rises up against the party line and socialism rises up against Albania’s interests. We condemn the ugly acts of 20 February[?] and of those who seek the overthrow of the people’s power. We call on the wives, mothers and sisters of the mine workers to rise up in defense of order, peace and the future of our children.

Together, shoulder to shoulder, the strength of the members of our collective, with their basic organization and with the organization of the Trade Unions, the youth and the women, as well as with the intelligentsia, forms an unbreakable rank for the defense of socialism and the homeland. All together against revisionism and against anyone who seeks to lead the country toward anarchy, disorder and chaos. We are convinced that with the Party of Labour of Albania and with comrade Ramiz Alia at the head, the country will overcome its difficulties and move forward.

On the right to strike
In support of Article 67 of the Constitution of the Socialist People's Republic of Albania,
The Presidium of the People's Assembly
decrees:
Article 1
The organization of strikes is permitted for the purpose of defending the economic and social interests of workers.
Article 2
During a strike, actions that violate public order, life and property are prohibited.
Article 3
The right to strike does not apply to units of the Armed Forces, law-enforcement bodies, vital services and activities related to national security.
Article 4
The manner in which this right is exercised shall be determined by law.

We strongly condemn the vandal acts and the anti-national calls. We call on all workers to remain vigilant and not to fall prey to provocations.

PROBLEMS ARE SOLVED THROUGH DIALOGUE
The bodies responsible for resolving the people’s problems and removing the difficulties encountered in everyday life must be closer to the people and more ready for dialogue. In today’s circumstances, inciting conflict and confrontation brings only damage. Calm, prudence and civic responsibility are required. Any hasty action harms the country’s overall interests and creates ground for hostile elements. Joint work, mutual understanding and dialogue are the right path to solving problems.

Impressions of the day
Ninth day. Unusual movement in the streets of Tirana. People speak of shortages, protests, anxiety and uncertainty. Some ask in low voices what will happen tomorrow. Others look on with disbelief. And yet, above all, there is a strong sense that Albania must not fall into the abyss. This is the hour when each person must ask themselves what they are doing for their country. There is no greater mother and father than the homeland. It alone keeps you on your feet and gives you dignity.
A person may have grievances, may have troubles, but when the common home is endangered, then one must think calmly and responsibly. Some want to divide the people, others seek to lead the country down a one-way road. Our people have learned how costly freedom and independence are.
Ninth day. The city seems tired, but not defeated. Expectation can be read on people’s faces. Albania needs peace, work and understanding. Only the homeland should become mother and father.
