CONSENSUS ARE ACHIEVED IN DIFFERENT WAYS

There are communities, but also communist cadres, who see change as a process that arrives in place without any further preparation or presentation. Others think that all these new changes now being undertaken come all at once from within and that power is being transformed according to new mechanisms. There are also those who relate the entire transformation to the developments of the socialist and capitalist worlds, to their pace, even to irreversible consequences.
These days, in conversations with people of different professions and different ages, one hears many opinions. Some call these changes a historical necessity, others an expression of political courage, and others delayed concessions. There are also those who view the slow pace of reforms with great concern.
Many of them link the future to the ability to create pluralism of thought, to the growth of civic responsibility, to the strengthening of law and institutions. Others insist that without changes in the economy, in everyday life and in the relationship with property, any political reform remains incomplete.
In conversation you also hear voices calling for more clarity, fewer slogans and more action. This new climate, however unstable and charged with anxiety, is also creating new forms of public thinking.

In the discussion among industrialists at yesterday’s meeting, names such as the cooperative, the state, NVP, cooperation and so on followed. I heard just as many such names years ago at another meeting at NVA, where it was said that goods were being produced in excess and that there was only a shortage in distribution.
The words put down on paper for such a meeting or conference must be handled with great care so as not to obscure the essence. What matters is that production and distribution have lost their direct link with the final user.
Before, we used to call it the market, while today we use other words, but the problem remains the same: the road from producer to user. Along this road there are many links, many intermediaries, many offices and stamps. The longer this road is, the more expensive and difficult the goods become.

Yesterday, the President of the Republic of Turkey, Turgut Ozal, received the Deputy Chairman of the Council of Ministers of our country, who is in this country on a working visit. During the conversation, issues concerning the expansion of bilateral relations were addressed, particularly in the economic, trade and technical cooperation fields.
The interlocutors noted the importance of direct contacts and concrete initiatives in giving new content to relations between the two countries.
The Deputy Chairman of the Council of Ministers conveyed the greetings of the Albanian leadership to the Turkish president.

Yesterday the Romanian Ministry of Foreign Affairs state secretary received the Albanian delegation in a special meeting. The talks focused on bilateral relations, political developments in the region and the possibilities for expanding economic cooperation.
The meeting underlined the mutual interest in increasing contacts at different levels and in resolving issues of common interest through understanding.

Let us state the party’s first thought for democratizing the press of public speech. Everything is linked to the way thought circulates and to how this thought gains public weight.
If we want to have a fresher, more open, more critical and more responsible publication, we must carefully examine the relationship of the editorial offices with the reader, with the author, with the institution and with the times. It is not enough merely to change a few headings or add a few topics.
The publication must move out of the rigid scheme, out of the wooden language, out of the repetition of templates. It must create spaces for argument, counterargument, debate and different voices.

On the restoration of diplomatic relations between Albania and the USA
The ATSH prime minister announces that the Albanian government and that of the United States of America have taken the necessary steps to restore diplomatic relations. A press statement says that the parties have expressed their readiness to move this process forward in line with mutual interests.

A remark on the system of pay in the cooperative

These days, payment for certain agricultural products according to new indicators has become known. It was said that this system aims to encourage production and reward work more fairly, but not a few people raised reasonable questions about the way these criteria are applied in practice.
If payment is not clearly linked to actual production, to quality and to concrete results, then distortions are created that weaken motivation and damage economic logic.
