SUPPORT FOR THE PARTY OF LABOR ON THE ROAD TO DEMOCRATIZATION

TELEGRAM TO COMRADE RAMIZ ALIA FIRST SECRETARY OF THE CENTRAL COMMITTEE OF THE PPSH TIRANA Our chairman from Rugova (village) is politically unemployed and a worker at “Trepça”; he is in a difficult moral and material situation. He has shown in an exemplary way respect and loyalty to the decisions of the Central Committee of the PPSH. His family too has done, and continues to do, much for socialism and for peace. Comrade chairman, in the light of the important changes in our life, we are supporting without reservation the reformist policy led by Comrade Ramiz Alia. From today on, we will fully adhere to the Party line and will fight against distortions, bureaucracy, and phenomena alien to socialism. We are aware that in today’s conditions, the strength of the Party and the unity of the people are the main guarantee for solving problems and for the country’s progress. WE ARE FOR THE STRENGTHENING OF THE COOPERATIVE, NOT ITS DISMANTLING

TELEGRAM TO COMRADE RAMIZ ALIA FIRST SECRETARY OF THE CENTRAL COMMITTEE OF THE PPSH TIRANA Dear comrade Ramiz. We are troubled by the ignorant and stubborn people who, as soon as they started forming political groups and parties, took the audacity to issue slogans and orders for the dismantling of the agricultural cooperatives. However, we are against them. We have known and felt on our backs the consequences of the fragmentation of land and private property. Therefore, we know very well what is good and what is bad for our village. Today more than ever we need to strengthen unity, brotherhood, and common property, because only in this way can we move forward. At today’s meeting of the Party basic organization, the Cooperative Council and the Democratic Front, we express our determination to defend our cooperative at all costs and to allow no one to play with the peasant’s sweat and bread. We are with the Party line and with comrade Ramiz Alia on the road to democratization of the country’s life, but without allowing the destruction of the achievements of socialism. Agricultural cooperativism facing the times

We discuss the electoral program of the PPSH ... nevertheless, the collectivized agricultural properties must also be pursued decisively and courageously on the road to their reform and improvement. Within the framework of democratizing processes, the notion of the cooperative as a “private property of the group” should also be examined without prejudice, because being group property it is closer to the notion of private property than to state property. In the scheme of today’s agricultural organization, the problem of management is the most delicate and perhaps the most sensitive issue. From this depends not only the work of the production organization, but also the democratic spirit, responsibility, and motivation. In a free, healthy economy, a person must feel directly the link between work, profit, and his own interest. Our cooperative cannot move forward without the involvement of the member’s initiative. This requires decentralization, an expansion of the powers of the base, and respect for economic rules. If the cooperative does not adapt to the times, it risks falling behind. Therefore, reform in agriculture should not frighten anyone, but be understood as a necessity of development. ZEF PERECI

The trade agreement with Egypt was signed

(Photo: N. Xhaxha) During the signing of the economic, trade and financial agreement between the two countries. On 5 February 1991, at the Ministry of Foreign Trade, the trade and economic agreement with Egypt for 1991 was signed. In the talks between the delegations, a mutual desire was expressed for the further expansion of bilateral relations, for the increase of trade exchanges and for the development of economic and technical cooperation. The agreement provides for supplies of industrial goods, raw materials and agricultural products, as well as other forms of cooperation. Both sides expressed confidence that the implementation of this agreement will have a positive impact on strengthening the friendly relations between the Republic of Albania and the Arab Republic of Egypt.

The livestock of the district

and what is it called At a meeting organized with the leaders of the cooperatives of the Korçë district, extensive discussion was held on the state of the livestock inventory, the protection of cattle, and the securing of the winter food base. It was pointed out that some economies have shortcomings in this respect, while others have achieved good results thanks to better organization and stricter control. The leaders called for concrete measures to improve veterinary services, to increase care for small livestock, and to collect feed in time. Special emphasis was also placed on the responsibility of the brigades and workers for safeguarding common property. (Continued on page 2)

Stability is achieved only through work

Where there is discipline, there are results The deputy head of the branch of the agricultural cooperative “Shkëndia” in Durrës, comrade …[?], speaking about the smooth running of work in this economy, pointed out that good results have not come by chance. “They are the fruit of organized work, of discipline in production, of the application of technological standards and of the careful use of the material base we have,” he said. In this economy, measures have been taken to improve the organization of work, to increase the responsibility of the brigades, and to encourage the creative initiative of the people. Despite the difficulties linked to material shortages and to the general situation in the country, the workers of the cooperative are convinced that stability is achieved only through work and respect for order. In the center of attention have been the main crops, livestock maintenance and the securing of the food base. Some discrepancies have also been noted, but they are being overcome with persistence.

The collective with resilience

The challenges of the last weeks have been faced responsibly by the collective of the local enterprise of Përmet. In meetings held with employees, the need for discipline, saving, and increasing production has been emphasized. The enterprise has managed to fulfill part of the plan even under difficult supply conditions, thanks to better organization of work processes and the commitment of the workers. In particular, work has been done to guarantee services to the population and to keep the main units operating. The employees express their determination to preserve calm and continue working seriously.
