COMMUNIQUÉ OF THE 15th PLENUM OF THE CENTRAL COMMITTEE OF THE PARTY OF LABOR OF ALBANIA
The 15th Plenum of the Central Committee of the Party of Labor of Albania held its proceedings on 19.2.1991, under the chairmanship of comrade Ramiz Alia, First Secretary of the Party’s Central Committee.
Also participating in the Plenum’s work were comrades Adil Çarçani, Chairman of the Council of Ministers, and Hekuran Isai, member of the Political Bureau, Minister of Internal Affairs.
It devoted special attention to the political situation in the country and the tasks arising from the latest developments. As has been made known to the public, at the beginning of February disturbances and demonstrations were provoked in Shkodër, following closely after the events in Kavajë. These are not spontaneous actions, but organized ones, incited and directed against the political line of strengthening the people’s power, our socialist democracy, the constitutional order and social calm.
Analyzing the situation that has developed, the Plenum assessed that the situation is serious and requires high vigilance, political maturity, composure and determination. It was emphasized that hostile forces, both internal and external, are trying to exploit economic difficulties and the shortcomings that have emerged in order to discredit the Party and the people’s power and to create destabilization.
The Plenum judged that the democratizing processes and reforms undertaken cannot be realized outside the constitutional order and socialist legality. It stressed that political pluralism must not be allowed to be used for anti-national, anti-popular and counterrevolutionary purposes.
Particular discussion was devoted to the activity of the Party organizations, state bodies and mass organizations in coping with the situation. It was requested that responsibility, discipline and unity of action be strengthened at all levels, and that the vital interests of the people and the country be defended.
The Plenum carried out a thorough analysis of the economic situation, the difficulties in supply, production and the circulation of goods. The need was stressed for immediate measures to ensure bread, energy, raw materials and the normal functioning of enterprises. An uncompromising struggle was called for against waste, speculation and acts of sabotage.
The Plenum gave special importance to the attitude toward the youth, the intelligentsia and various social strata, emphasizing the necessity of dialogue, political persuasion and the avoidance of unnecessary confrontations. It was pointed out that all honest patriotic forces must contribute to stability, progress and the defense of the country’s independence.
In conclusion, the Plenum approved a series of concrete tasks for the Party, state bodies and social organizations, with the aim of overcoming the difficult situation and strengthening socialist democratic life.
