— THEN IT WAS DESIRED BY IT, THEN BY ALL PARTIES AND ASSOCIATIONS OF DEMOCRATIC ORIENTATIONS — Dear comrades and friends, dear sisters and brothers, I have taken this initiative to come before you today to meet and talk. I have done so with the conviction that this direct communication with the masses of the people is especially necessary in these first days of the election campaign. Regarding political and economic developments, with this heated situation, there are different opinions and positions. In many cases, even differing and contradictory ones. There are many people concerned about the fate of Albania. There are those who think the country is lost, that there is no force capable of getting it out of this situation. There are others who think that it is enough for the PPSH to leave and everything will sort itself out. There are also those who see things more calmly and with confidence in the forces of our people. We are here to say clearly: we will not leave Albania to fate. We will not leave our country without a master. We want Albania to be free, independent, democratic and prosperous. We want it with work, with order, with law and with justice. In these years we have made serious mistakes. We have said this and we will keep saying it. But we also have the great values of this people and of its work. Not everything can be denied. An entire history of hardship, sacrifice and construction cannot be insulted and despised. We must know how to distinguish what should be thrown away and what should be preserved. The Party of Labour of Albania does not seek privileges. It seeks to appear before the people with its program, with its people, with its responsibility. Let the people decide freely. That is democracy. If the Albanian citizen wants peace, calm, work, order and development, he must think carefully about his vote. He must not be deceived by pretty promises and by cries that stir up hatred. Albania is not saved by insults, nor by revenge. Albania is saved by wisdom, by unity and by work. Our people have gone through great trials. They have known how to stand firm. They have known how to rise again. They will know how to do so now as well. Let us not lose faith. Let us not let the country fall into chaos. Let us not drive one another toward political fratricide. We are in favor of political pluralism, free elections, a state ruled by law and an economy that serves human beings. But we are also against disorder, against the destruction of social property and against the incitement of national and political hatred. Albania needs calm. It needs understanding. It needs citizens not to divide into enemies, but to face one another as political opponents with arguments and civic culture. We will not leave Albania to fate. This is our call. This is our responsibility before the people and before history.

By Qamil Buxheli Powerful moments are in motion. The responsibility for words and actions is greater than ever. At a time when Albanian society is undergoing major changes, prudence, determination and wisdom are required. The citizen must know how to judge clearly, not be lured by noise, not be swayed by the impulses of the moment. It is time to speak the language of reason, the language of responsibility and of the common interest. Democracy is not only the right to speak. It is also the duty to listen to others, to respect the rules, to preserve calm and not to turn political disagreement into personal hostility. At this crossroads, our people need clear guidance and confidence in themselves. Prudence is not weakness. Determination is not empty harshness. Wisdom is not fear. Together, the three constitute the moral strength of a society that seeks to move forward without falling into the abyss. This is the appeal of these days: to preserve order, to defend work, to honor the individual, and to think of Albania above the narrow interests of the day.

In implementation of several recent decisions[?], the Council of Ministers informs citizens of the measures taken regarding supply, circulation and certain issues of public administration. Citizens are kindly asked to respect the rules in force and to cooperate with the relevant bodies. Any action that harms public order, supply or social property will be punished according to the law. Further clarifications will be given through the media.
