APPEAL OF THE CENTRAL COMMITTEE OF THE PARTY OF LABOUR OF ALBANIA Comrades, brothers and sisters, In this difficult and troubled period through which our homeland is passing, we address you with this appeal, deeply concerned and with a high sense of responsibility for the fate of Albania, for the preservation of constitutional order, peace and stability, the victories of socialism, and the freedom and independence of our homeland. Albania is going through difficult days. Numerous attempts are being made to destabilize the situation, to damage the country’s economic and social life, to hinder work and production, to stir up conflict and division, and to create an atmosphere of insecurity and panic. The Party of Labour of Albania and our socialist state have called, and continue to call, on all political and social forces, on all citizens of the country, to contribute to the preservation of order, to peace, and to the normal continuation of life and work. In these moments, above all, moderation, responsibility, and a high national spirit must prevail. We are convinced that the Albanian people, the working class, the cooperators, the youth, the intelligentsia, and all honest strata of the country will show political maturity, will firmly defend the achievements of the revolution and socialism, and will defend constitutional order and the supreme interests of the nation. We call on all communists, workers, peasants, soldiers, students, pupils, women and men of Albania to remain united, not to fall prey to provocations, not to allow the destruction of common property, and to preserve public peace at all costs. The Party of Labour of Albania will continue to firmly defend the interests of the people, national independence, the people’s democratic order, and the path chosen by our people. Meeting of the Council of Ministers

Political news Yesterday, on 18 March 1991, the meeting of the Council of Ministers was held. At this meeting, a series of problems related to the situation created in the country and to the measures that need to be taken to improve the situation were examined. In particular, issues concerning the supply of the population, transport, the maintenance of order, and ensuring the normal continuation of the educational process and productive activity were analyzed. All ministries and subordinate bodies were asked to take immediate measures to carry out their respective tasks and to coordinate actions at all levels. (Continued on page 2)
