COMMUNIQUÉ OF THE NATIONAL ACTIVITY OF THE PARTY OF LABOUR OF ALBANIA
On 23 March 1991, under the direction of the First Secretary of the Central Committee of the PPSH, comrade Ramiz Alia, the National Conference of the Party of Labour of Albania was held in Tirana, bringing together the first secretaries of the party committees in the districts and the secretaries of the PPSH committees and of the party committees in military units, where the situation ahead of the 31 March elections was discussed.
1. The national activists assessed the decisive importance of the remaining days before the vote for promoting the PPSH’s final electoral message and that of its candidate for deputy to the People’s Assembly. Within this framework, work must be done in a more qualified, better organized and more concentrated way, in order to make it as clear as possible to the people that the victory of the PPSH and of its candidates is in the highest interests of the country and its future.
The activists set as an indispensable task that, first of all, the shortcomings of the propaganda carried out so far be corrected, where the power of argument and work with people, as noted in many discussions and in comrade Ramiz Alia’s concluding speech, has generally been weak. Comrades must come down to earth, go to the people, speak the language of argument, with correct and sincere positions, and explain that the strength of the PPSH lies in its program, in the goals and ideals it defends, in the alternative it offers for the present and the future. They must convince people that the existence of a major political force such as our party, with its social composition, is an important factor for democracy, for the country’s stability and its progress. The Party of Labour is not only a political force, but a major social reality. Without it, the many problems that have arisen cannot be successfully solved. Comrades must speak the language of truth, without making false promises, explaining to the people all the difficult circumstances and the sacrifices needed to get through this period, but at the same time stressing that we have the possibilities and the ways to overcome it.
2. The party’s national activists decided that, with the end of the legal deadline for today’s election campaign, measures must be taken to make clear the ban on any party and electoral activity. From this moment on, no rally, meeting, convoy, or any other form of electoral activity is permitted. The competent bodies were recommended to take the necessary measures to ensure strict implementation of this decision. The Party must not give opponents cause to make distorted interpretations. Party comrades must be exemplary in respecting the rules of the democratic game.
3. The national activists stressed that the PPSH commissioners and observers must be fully up to their duties, well prepared politically, mature, responsible, and legally knowledgeable, in order to ensure the normal conduct of the elections, to allow no violation of the law, and to firmly defend the people’s free vote. Commissioners and observers must be able to calmly explain any problem that arises at the polling stations, seeking a lawful and fair solution.
4. The party’s national activists reaffirmed the importance of preserving calm, order, and social discipline during election day and after the results are announced. All communists and honest people must show maturity, self-control and civic spirit, must not fall victim to provocations, must not get involved in conflicts, and must contribute to ensuring that the process proceeds normally.
