Today we commemorate Enver Hoxha. It is the sixth of April since he parted from his people, from the Party he founded and led. The sixth of April on which I bow in memory of this people's leader, with deep respect for everything he did for his country and his people, for beloved Albania. This April is quite different. Time has now brought new political forces onto the scene, forces opposed to the Party of Labour, its line, and the path followed by Enver Hoxha. This is a historic moment that we have all brought about together, and which we must experience together, with a strong sense of responsibility for consolidating an all-inclusive democracy. In this great pluralist victory, in this political leap, we once again feel Enver Hoxha beside us, with his work, his precious teachings, his analyses of situations, and his dialectical thinking about the future. Therefore, although these are different times, Enver's figure lives on in its entirety, untarnished, in the national consciousness. Any historical figure would be fortunate not to become an obstacle to the generations that follow, in the paths they choose in life and the ambitions they hold. Enver Hoxha, too, is such a figure. But in these moments of great change and profound leaps, what remains of Enver Hoxha? The dimensions of a historical figure are determined by what he has done, by the relationship he established both with the time in which he lived and with the future. History does not show favoritism to anyone. Sooner or later, it gives everyone their proper place. Enver Hoxha, too, has his deserved place in the pantheon of Albanian history. And a people's own history serves it better and more than anything else. An integral part of it are these 50 years in the life of the Party of Labour of Albania, with Enver at its head for half a century. This is the first and most important service, for which we will never forget him. How can we forget that harsh time of occupation, when the fate of this people was in question, when a divided Albania had reached a crossroads? It was Enver Hoxha who, throughout those heroic years, not only defended the dignity of the people and the occupation, and the danger threatening the very existence of the Albanian nation, but, unlike anyone else, understood and clearly saw the path to the future. Thus he became the founder and organizer of the only political force that stood at the head of the people, and became their inspiration and organizer for freedom and the establishment of people's power. This party became the expression of the vital interests of the masses, of the interests of the nation... The sixth of April since Enver Hoxha parted from the Party of Comrade Enver—these were decisive. Can one fail to appreciate this contribution? The world has produced many distinguished statesmen and capable diplomats. Historical chances have enabled quite a few of them to determine not only the fate of countries and peoples, but also to influence the course of history. Without drawing any kind of parallel, Enver Hoxha will remain in the history of the Albanian nation for its rebirth at decisive moments in the life of this country. Enver Hoxha was one of the few—if not the only one—who set an example of true pluralism when he dared to present to the world his own and his Party's views on fundamental issues of the ideological line. He denounced the treacheries hidden behind the appearance of a united front and did not allow Albania to enter other people's maps, nor did he allow this country to become a garden flourishing inwardly while its fortified shores turned into a threat to its neighbours and Europe. Not only Albania but Europe, too, owes him gratitude for this, regardless of how loudly it raises its voice when acknowledging this undeniable truth. Our people supported these firm and just positions, even though they bore the economic consequences. It was not that our wise people did not know how to calculate. But ultimately, every people, at every time, knows how to clearly rank what is necessary when weighing particular historical moments. And our people put first what they held most dear: the freedom and independence of the homeland. Enver Hoxha's strong ties with the people, his understanding of their psychology, history and traditions, gave strength and dignity to the positions he upheld. This consistency was decisive for the fate of the homeland. Can one fail to be grateful to Enver Hoxha for this, too? But what else do Enver's life and work offer us? The truth is that today we have entered a new stage, a pluralist society, with great changes from yesterday. In Comrade Enver's theoretical thought, nothing is immutable. His thought did not offer ready-made recipes and formulas. They were of no use yesterday, let alone today, when one cannot lead with slogans and quotations. But there is one fundamental thing that serves us in every respect. It is a dialectical view of society, phenomena, and the world. This dialectical view, the most important lesson we draw from Comrade Enver's work, served the Party of Labour and Comrade Ramiz Alia in judging events in the East and other developments, especially in Europe. Albania as a whole is alone... [the text at the top is cut off] ... only felt the pain of the Albanian nation, but, like no one else, understood and clearly saw the road to the future. That is why he became the founder and organiser of the only political force that placed itself at the head of the people, becoming their inspiration and organiser in the struggle became the voice of the entire nation. That is why it won their support and backing. In their leader, the masses saw their commander, the commander of the National Liberation Army, a courageous and level-headed leader, a fervent patriot. Patriotism, that great and sacred feeling for every Albanian, runs through every day of Enver’s life and every line of his work. That is why he remains honoured forever. «Enver Hoxha,» comrade Ramiz Alia wrote, «was a fervent patriot. He was nourished by the outstanding patriotic traditions of our small and long-suffering country. He fought with unparalleled heroism, with weapons, with knowledge, with his whole being, to defend our socialist homeland, its independence and sovereignty, its national rights, and the dignity of our people and our socialist state.» The people’s memory cannot forget how the country had to be built from scratch and how the new power had to be defended, at a time when some of the most reactionary forces were attacking it from within and without. The new round of democracy, the new democracy, the first broad democracy for the masses, for workers and peasants, the only correct and progressive alternative for the time, could not have been defended in any other way than through strict dictatorship against the remnants and conspirators of democracy. Had it not been for these [measures], we would not have had people’s power; we would not have had the achievements made to date and perhaps would not even have had the borders of today’s Albania. Finally, we would not have been given the opportunity to reach this new stage of the present era: the victory of pluralist democracy. Enver Hoxha also holds a place of honour in all this. Thus, we have him as a forerunner and, at the same time, a participant in the great developments taking place among us today. For every leader, the progress of their own country is the foremost concern. Today we are able to judge what has been done and what could still be done. But no clear-minded person can fail to acknowledge that it was not at all easy to emerge from medieval educational darkness and rapidly move towards creating an army of educated and cultured people, an educated and skilled workforce, from the most ordinary worker to the fully equipped intellectuals, whom we now have in great numbers in production and science, trained by universities abroad. It is this factor that became our strength at home and home and home and home and abroad. [damaged/cut-off sections] ...

- FIER - After the elections of 31 March, when you see the workers' morning movements, the bus routes, and attendance in all sectors and enterprises, everyone feels within themselves the day's call: “Let us turn our attention to work.” We say this because, from many places, people are asking us first to respond to certain rumours claiming that in Fier “the situation has become tense.” No. In Fier, in the towns and villages of this district, the main feature after 1 April has been calm, because everyone is concerned with work. As evidence, we cite the achievements of indicators in several enterprises in the industrial system. The workers in these enterprises, having fulfilled the tasks for the first quarter at 106.0 per cent, delivering 4.4 million lekë above plan in the production of goods for sale, are continuing to work at the same pace in these first days of April. Particularly noteworthy are the workers in the food industry system, who collectively have exceeded planned indicators by 2 million lekë, while those in light industry have exceeded their target by 5.7 million lekë. - GRAMSH - Alongside other items, particular attention has been devoted during this period to products for export, with the aim not only of keeping our eyes on the sea to see what the foreign steamships have brought us, but also of sending goods out aboard them. Since the beginning of the year, targets in this category have been met at 143 per cent, or 670 thousand lekë above target, mainly through medicinal plants. Gramsh has also kept up with its overall plan indicators in supplying the market. To illustrate this, it is enough to mention that since January meat collection has reached 385 quintals, compared with a plan of 182. PIRRO VERUSHI

The first-quarter figures for plan fulfillment in Durrës are still provisional. Another two or three days are needed before complete figures are available (!). One wonders: must we still keep going like this, and what does it cost us? Speaking in general, for example, about the quarter after ten days of April is outdated. This needs to change, from the centre right down to the grassroots. Because, as they told us in the planning section of the district's executive committee, the General Directorate of Statistics has set the same deadline. We know that this is how it has been, but we think it should no longer be so. For example, according to the figures, which are still provisional, 33 enterprises failed to meet their targets for total industrial production of goods for sale, while another 15 did. Meanwhile, we still do not know (we will get the figures from the other sections in the coming days, we were told) how many workers are absent, with or without reason, how many workers receive 80 per cent of their wages, what the level of contract fulfillment is, etc. This is not just a matter for the planning section, but for all the responsible sections of the executive committee, which must be thoroughly shaken up so they can properly monitor the situation in the district. Workers are ready to sweat, as is also shown by the many enterprises that have fulfilled their tasks. But the responsibility of the administrative apparatus, from the grassroots to the district and higher, must be multiplied many times over. By becoming an administrative apparatus, the sections and every official must become a person of their time—in the fullest sense of the word: they must deliver what today's times demand—and the workers will trust them more, increase their mobilization, and respond to the times as they should. - SHKODËR - Look at the farmers' private plots. In the “column” showing their performance, every figure is above the plan percentage. The able ones have also made progress in the economic enterprises. We asked about the fishermen's monthly wages over the past three months, and they are several times higher than the usual wage. In the district of Shkodër, during March, industrial production of goods for sale fell short by more than 20 million lekë. That is comparable to all the failures to meet targets last year. It is true that some have got their act together. At the Vau Dejës hydroelectric power station, the Bllojë Factory, the Bus Production Factory, the Artistic enterprise, and elsewhere, the pace is high. Well done! But in many enterprises and agricultural economies, the deficits are deepening. How long will this go on? BEDRI ISLAMI

- Where are the organs of the rule-of-law state?! - “We are not loading you because you voted for the Party of Labour of Albania; let it give you your bread”—these were the words with which the drivers of the 23 vehicles from Kukës were greeted in Mjedë. They were to be loaded with wheat and other goods to supply the people of this district. The vehicles returned to Kukës empty. They also set off for Durrës, but there too their way was blocked, in the town of Laç, and they were prevented from passing: “You people of Kukës are with the Party of Labour; we won't let you through.” The elections are now over, and the people are thinking that we should return to work, putting first the things that unite us. First of all, let us find common ground, as the good neighbour says: “Borrow from me today, and I will return it tomorrow.” Only in this way will we understand clearly who democracy is for. But we also want to ask a question: When some troublemakers and wrongdoers commit such acts with the people's bread, where are the organs of the rule-of-law state? Correspondent of “Zëri i Popullit”

Several economic enterprises in the district of Berat are meeting and exceeding their plan targets. Thus, the brick enterprise, such as NPA ... [illegible section] ... Among the agricultural enterprises of Berat that support livestock farming, NB «Partizani» stands out for its sustained achievement of milk production. ON THE OCCASION OF THE FOUNDING OF AN ASSOCIATION On the occasion of the founding of the Albania-USA Friendship Association, an event entitled «Getting to know the cultural developments of the USA» was held yesterday in one of the halls of the «Ali Kelmendi» House of Culture and Folk Creativity in the city of Korçë. Besides the association’s members, other guests also took part in the event, including arts and culture workers, young men and women, etc. The opening address was delivered by the chairman of the initiative commission for the founding of the association in the district of Korçë, Hasan Malolli, director of the House of Culture. Edi Joxhe, an English-language lecturer at the agricultural institute, gave a talk entitled «A historical overview»; architect Kliti Kallamata spoke about several aspects of American architecture, while literature teacher Rahim Ombashi spoke about contemporary developments in American literature. A group of students from the literary circle of the «Raqi Qirinxhi» general secondary school presented a poetic montage in Albanian and English, featuring works by American authors. The event concluded with a concert by the «Lira» choir, which performs traditional Korçë songs, and the «Skënderbeu» ensemble. THE ROMA ENSEMBLE IN THE VILLAGES After its successful performances on the stage of the «A.Z. Çajupi» theatre in Korçë and elsewhere, including in the city of Tirana, the Korçë Roma ensemble is now performing in several villages in the district of Korçë. The Roma’s beautiful songs and dances have been followed with interest by the residents of the villages of Rëmbec and Bitinckë. SMALL ARTISTIC GROUPS In the city of Korçë, several small artistic groups of amateur instrumentalists and singers are gradually taking shape, mostly people engaged in night work. One such group is made up of young people and is led by teacher and instrumentalist Alfred Qeramixhi. The members of this group play instruments and sing at the same time. Another group is led by Gjergji Feta, a passionate student at the «Tefta Tashko» secondary arts school. The members of this group are young, hardworking students. The instrumental group of the «Raqi Qirinxhi» general secondary school has also begun rehearsing for performances. At the House of Culture in the city of Korçë, the orchestral group, together with the renowned singer Afërdita Zonja, is preparing a concert of urban songs and light music.
