To the sounds of the National Anthem, Comrade Ramiz Alia and the other comrades stood in silence and paid tribute with their fists raised before the grave of the legendary commander of the National Antifascist Liberation War and the unforgettable leader. Work in agriculture must be accelerated • CONCERN IN THE MOUNTAIN AREAS OF TROPOJË. A meeting was organized at the executive committee of the People’s Council of the Tropojë district with the chairmen of agricultural cooperatives and the heads of enterprises in the agricultural system. Accelerating the work, making up for lost time in the day’s tasks, and solving various problems that had arisen in the organization of work were the subjects discussed at the meeting. Attention was drawn to the fact that so far only 410 ha have been ploughed out of the 1,180 ha planned by this time last year, and only 8 ha of alfalfa have been planted out of the 34 that should have been planted. Whereas 458 ha of maize had been planted last year, planting has not yet begun this year; whereas last year 22 quintals of milk were delivered per day, today only 5 erti are delivered. All this points to a decline in work and calls for it to be speeded up. It is in everyone’s hands to work to stabilize the situation where they work. It is a fact that the various election programmes of the parties and political forces are being drawn up every day, encouraging the trend toward privatizing the land. But this should not diminish work on the cooperative’s land. The akord was assessed as the most suitable form of organizing work under the current conditions of agricultural cooperatives, since it is closer to the cooperative member’s interests. In the farms there is a mismatch between the state delivery requirements and the planned possibilities, because the number of cooperative members has increased fivefold compared with last year. In this transitional year, failure to fulfil the state delivery plan, since contracts have still not been signed by all the cooperatives, could create serious constraints on supplies to workers’ centres and the city population. Harmonizing the interests of the cooperative member, the cooperative, and the district as a whole remains a concern and a task to be resolved. The speakers expressed views and made proposals for the forthcoming People’s Assembly, to make the necessary changes in the organization of agricultural production, ownership, etc. HALIL BUÇPAPAJ

- VLORE - It is well known what role transport plays in the proper functioning of other branches of the economy. At the freight depot, the figures for work results during the first quarter are as follows: transport volume reached 54 per cent in ton-kilometres and 40 per cent in tonnes. It is said that “in the history of this depot, these are the lowest figures.” Why should this be? It is acknowledged that tyres are no longer a concern. Problems of work discipline and vehicle readiness have come to the fore. What is the enterprise administration doing if it does not commit itself to establishing discipline, especially in the maintenance departments? When apathy prevails in supervising the work, when no one asks how much work is done or how it is done, who works and who does not, when no one is praised or criticized, naturally interest in the work is lost. There are serious shortcomings in passenger transport. Yet complaints “fall on deaf ears.” It seems there are people who are paid not to do their duty. This also happens because the executive committee does not firmly hold its own section accountable, nor does the latter hold the enterprise management accountable. In reality, not only this section but all of them, as we learned in conversations with their officials, are powerless in relation to the enterprises? Why? “We don’t have the necessary powers,” they say. But what greater authority is needed when, as a state body, you are responsible for the situation in your sector and no one prevents you from demanding a full accounting, holding people accountable and reprimanding those who do not recognize this responsibility entrusted to them by the state and the people? - GJIROKASTER - A consignment of free humanitarian aid, contributed by the Greek Red Cross, arrived in Gjirokastër. It contains food and clothing. However, our Red Cross organization must hurry to sort and distribute it to the country’s various districts. Correspondent of “Zëri i popullit”

- KOLONJE - In the Kolonjë district, a hoard of silver coins was discovered. To learn about the circumstances of the find and the contents of this hoard, we spoke with Skënder Aliu, head of the archaeological unit based in Korçë. “The hoard,” he explained, “was discovered by chance near the Illyrian castle of Hollmi, which became known through archaeological excavations carried out here in 1967. The coins had been placed in a bronze metal vessel. From this hoard, we managed to collect 200 coins through items handed in by residents of the village of Qinam. One of them weighs 12 grams. The coins were minted by the island city of Aegina. This collection contains different issues dating from the middle of the 6th century to the end of the 3rd century before the new era.” This hoard is further evidence that during the 4th–2nd centuries before the new era, the Illyrian castle of Hollmi acquired urban characteristics, with intensive economic, political and social activity, like many other cities of southern Illyria. - LIBRAZHD - In the premises of the “10 Nëntori” cultural center in the town of Librazhd, a solo exhibition by caricaturist Flori Kariqi opened. The artist presents around 70 works on a wide range of themes, satirizing bureaucracy, incompetence, servility, interference, careerists, fault-finders, people who eat with two spoons, etc., as well as issues of international current affairs. The documentary film “Enver Hoxha: For the Generations” was shown to those present, etc. - ÇOROVODË - Talks were held with secondary-school students in the towns of Polican and Çorovodë on the topics “Enver Hoxha—leader of the National Liberation War, great fighter for strengthening the unity of the people,” etc. Young men and women of Çorovodë visited the district historical museum, while those from the Potom area went to Helmës and visited the house museum where, during the years of the National Antifascist Liberation War, Comrade Enver Hoxha stayed and directed the war. As part of the effort to deepen cooperation with foreign firms, companies and businesspeople, valuable work is also being done in Durrës. These days, district’s KP with the well-known Lebanese businessman Sami Hoxhis. After familiarizing himself with various economic and social data about the city and district, he proposed initially opening two large stores for selling food products and trading various household goods. This proposal was accepted. For this purpose, two existing premises belonging to NTI will be made available to him, and work is underway to hand them over as soon as possible. - Interview given to Television by Mr. George Galloway, Deputy Chairman of the British Parliament’s Committee on Foreign Affairs - Question: You are here as an observer on behalf of the British Parliament. What is your opinion of these elections? Answer: The Albanian elections were a great success, and I am pleased for all Albanians, as well as for all the people who voted for the Socialist Party and for those who voted for someone else. I believe they were not only a great democratic success, but also a success for all the cities and the various voting areas. During the second round, I focused mainly on the Prime Minister’s electoral constituency, and in the places I saw, there were no signs of wrongdoing or inappropriate conduct. I assure you that this does not happen in my country either, nor in other countries around the world where I have observed their democratic processes. The thirst for democracy in the country is very great, and most voters cast their votes before 12:00. The results were very clear. This is an honor for the Albanians, who held fair elections, and I now hope the world has been assured that the result was accepted by all the parties, and that it is now the country’s duty to return to work, because without work there can be no progress. Question: You had many visits here and talks with Albanian figures. What impressions did you leave with? Answer: They have left a clear impression on me. (Continued on page 4)

REPLY Tons of paper have been used, and much more is being used, to separate the name communist from democrat, even to portray the former as the natural opponent of the latter, almost as mortal enemies of one another. This has been and continues to be the essence of the unrestrained propaganda that has accompanied the whole history of the last nearly 150 years and continues to this day on an unprecedented scale, like an uncontrollable storm. The essence of this propaganda in our country today is that the PPSH should relinquish power. Its members have provided historical proof that they can take power from the exploiting classes—the beys, aghas and capitalists—and from foreign occupiers. They led the people in the War of Liberation, and the blood of 28,000 martyrs secured freedom. In 1944, democracy was established in Albania, that is, the people’s power. Now some who call themselves democrats are seeking to seize this people’s power. But we have not seen these self-proclaimed democrats answer the simple question: in ’44, did our people gain power or were they deprived of it? Finally, the elections of March 31 showed that the people once again trust the members of the PPSH and the democratization process they are leading. By its very essence, a member of the PPSH is the greatest democrat, whereas someone who acted against the people while exploiting the name of a member of the Party of Labour was neither a democrat nor a communist. Today, someone who waves the flag of democracy, after having been a member of the PPSH yesterday, is nothing but a renegade who may change flags again tomorrow for his own interests. S. Berisha’s statement on «Voice of America» the day before yesterday, that «A communist can be a democrat, whereas a democrat can never be a communist», is a play on words. We tell him: you cannot be a communist without being a democrat. The PPSH has had and still has tens of thousands of members like that. SPIRO P. GJONI
