ON THE AGENDA: ALL THE MEANINGS OF RECONSTRUCTION

- Discussion from agricultural practice. Pluralist thinking about organizations. In work collectives or in neighborhoods? Inventory correction, etc. It is not difficult to conclude that independent processes are taking place throughout Yugoslavia. In Kosovo especially, before the dissolution of the LCY and with the formation of different political entities, these processes are taking a rather rapid course. The center of gravity is rightly shifting to the economic sphere, to the functioning of the economy and productive enterprises, a condition for achieving political stability. All energies are being concentrated on making the economy functional again, while the compass of the basic orientations of integration and of social processes remains the policy of involvement in contemporary processes. The aims are clear: to move toward a society oriented toward a market economy, a pluralist parliamentary system and the rule of law. Therefore, it is impossible to understand how certain destructive orientations raise as a premise positions about an “autochthonous path,” which strip them bare, prejudice them and oppose them to the experience so far of the positions of our economy. Ignoring the need for comprehensive reform, they try to create the illusion that the present situation can be overcome with political cosmetics and rhetoric. In reality, reconstruction requires a reversal in the way of thinking, responsibility and work. In the organization of economic life, as well as in the new political structures, the question of forms of organization is opening up. Pluralist thinking about organizations must find expression where people work and live: in work collectives or in neighborhoods? This issue is not only technical, but conceptual, because the citizen’s direct relationship with decision-making depends on it. Past experience shows that no model can be imposed administratively. In agriculture, the need is being raised to review the inventory, correct balances, and establish new property and production relations. Without clarifying this segment, it is impossible to move forward. The countryside and food production do not tolerate improvisation. They require thoughtful solutions, a reconciliation of interests and a workable program. Reconstruction, then, has all meanings: economic, political, legal and moral. It cannot remain only as the word of the day, but must be transformed into a work program and a social attitude.

From the meeting of the Council of Ministers

Decision of the Council of Ministers on the approval of the budget of Kosovo, the expansion of the yards of the agricultural cooperative combines [?] The proposal of the Ministry of Agriculture, ke-[?] DECIDED: 1. The proposal of the Ministry of Agriculture for the expansion of the yards of the agricultural cooperatives in places where conditions have been created for greater production development is approved. 2. Measures are determined for better supply of chemical fertilizers, seeds and diesel fuel for spring work. 3. The relevant secretariat is assigned to follow the implementation of the decisions and inform the public. This decision enters into force immediately.

Expanded meeting of the Presidium of the KP of BPSH

The parties to the Warsaw Pact saw their future path in pluralism and in the institutional transformation up to now, while here old formulations are being repeated. At the center of the debate was the political and economic situation, as well as the need for more organized action by party structures. It was assessed that the changes taking place in Eastern Europe cannot be overlooked in our country either and that the transformation of institutions must be accompanied by real democratization. The need was stressed for party bodies to be closer to citizens and to their daily problems. (Continues on page 4)

Education and science have lost time

Within the discussions on the situation in education and science, it was stressed that institutional interruptions and the lack of funds are making teaching and research work more difficult. It was requested that minimum conditions be ensured for the continuation of the educational process and for the preservation of scientific potential. Participants assessed that without a clear strategy for education and science, the future of the country cannot be built. (Continues on page 4)

The non-implementation of the agreement and the law caused it

Because of the failure to fulfill the obligations undertaken and the selective implementation of legal provisions, the situation on the ground continues to be serious. Representatives of the workers warned that without respect for the agreement and the law there can be no normalization of relations in the organization. They asked the leadership to stop arbitrary measures and create conditions for the return of workers to their workplaces. (Continues on page 4)

Why should there be a double naming
