ECONOMIC AND SOCIAL EMERGENCY

By Trape Bino In the conditions of the present situation and especially in the weak and difficult economy, it has been and remains necessary and urgent to undertake immediate and effective measures to improve the situation. Among the most acute problems are, first and foremost, the supply of the market and the population with everyday consumer goods and the security of food supplies. The economic situation has worsened greatly, and its causes are linked both to the inherited past and to the uncertainties created in the political and institutional transition. A general mobilization of domestic resources must be carried out, agricultural production must be supported, and it must be guaranteed that the countryside is supplied with the main inputs for the spring sowing. Likewise, in the cities, a reorganization of work, greater discipline, and more careful management of reserves are required. The government and local authorities must seriously follow the weakest links in the economic chain. People expect concrete solutions, not just statements. In these conditions, every delay increases the difficulties and makes the social burden heavier. Civic calm must be preserved, but an example of work and responsibility must also be set at all levels. In the name of the overall national interest, an emergency program of actions is needed to prevent any further worsening of the economic and social situation.

Enterprise, monopoly, competition

The possession of a highly centralized property-based economy has created production and distribution monopolies for many years. In the conditions of economic reform, the enterprise must gain greater independence, bear clear responsibilities, and be placed in real market relations. Monopoly harms consumers, lowers quality, and hinders initiative. Competition, on the other hand, stimulates efficiency and production. A modern enterprise cannot function with general orders and without economic calculation. It must be guided by demand, by cost, and by the ability to withstand the market. Likewise, the state should intervene only where regulation and the protection of the public interest are required, not to replace initiative. This is one of the key points of the economic reform of the time.

Seminar at the Writers’ Union

In the premises of the Writers’ and Artists’ Union, a seminar was held on the problems of creativity in the new conditions. Discussion focused on freedom of expression, the author’s public responsibility, and the need for a more open cultural climate. Participants stressed that literature and art cannot stand outside society’s processes, but must respond honestly to the times. The discussions also covered publishing difficulties, the economic situation of creators, and the need for supporting institutions. It was requested that debates be civilized and pluralistic, without ideological prejudices and without arbitrary exclusions.

National conference of health trade-union cadres

The national conference of health trade-union cadres was held, where the problems of the sector, working conditions, the supply of medicines, and the social protection of workers were discussed. Speakers stressed the need to reform the system, for better trade-union representation, and to guarantee services to citizens in conditions of economic hardship.

Food aid distributed

GJON GJONI Recently, tireless work has been carried out to distribute food aid to the families most in need. The list of beneficiaries has been compiled by local authorities and social assistance structures. The distribution aims to ease the heavy situation of certain segments of the population and to prevent abuses. Citizens are called upon for understanding and cooperation during the aid distribution process.

The newspaper does not kill irregularities

Observation from Tropoja Anyone who raises their voice about an injustice does not do so to create panic, but to help correct mistakes. The press has the duty to reflect people’s real concerns, to denounce violations, and to demand accountability. In Tropoja, as elsewhere, citizens are calling for more justice, less negligence, and greater determination toward violators. Problems are not solved by staying silent about them.

It is officially learned of the Social Democratic Party

(Continues on page 2) In Tirana, on 22 April 1991, after the submission of the documents for registration to the Ministry of Justice, the formation of the Social Democratic Party became known. The first reports speak of its leadership structures and of its publicly announced program. The reactions and positions of the other political parties remain to be followed.

Will we harvest enough wheat this year? Concern about bread and wheat production is legitimate. This year everything depends on the success of seasonal work, on securing seed, chemical fertilizers, and fuel. If the work is organized on time and responsibly, better results than expected can be achieved. But this requires commitment from everyone, from specialists to cooperative members and local leaders.
