— By Vili Manoku — On the road to agrarian solutions Developments in the agricultural sector and the need for reforms are raising new demands regarding land use and the organization of work in the countryside. In many areas efforts have been made to increase the responsibility of the producer and to bring personal interest closer to the result of work. The issue of land ownership and administration remains at the center of attention. In the discussions of specialists and local leaders, it is being emphasized that every step must be taken carefully, preserving production and avoiding disruptions that could have consequences for market supply. Experience so far shows that one sensible path is the expansion of the autonomy of production units, the revision of restrictive norms, and the encouragement of new forms of cooperation. This also requires financial support, clear legal mechanisms, and a thoughtful policy for the agricultural market. The author notes that agrarian solutions cannot be separated from the country’s overall economic and political reform. Only in this way, he writes, can a safer path be opened for the recovery of the Albanian countryside. (Continues on page 5)
