Yesterday in the People’s Assembly

A work session, in a spirit of understanding — FROM OUR SPECIAL CORRESPONDENT — Yesterday at 11:00 a.m. the deputies entered the meeting hall of the People’s Assembly. They discussed the Draft Constitution of the Republic of Kosovo in a constructive atmosphere of understanding and responsibility. After the introductory reports and the submission of amendments, the session continued with debate on the constitutional articles and on issues of social and political organization. At the session, different opinions were heard, but the will prevailed that solutions should be sought in a spirit of dialogue. It was emphasized that the deputy’s responsibility is to the citizens and to the general social interest. Deputies from all regions took part in the discussions, presenting concrete remarks on the text and on the functioning of the institutions. At one point during the proceedings, several proposals were read out for harmonizing the amendments. The Presidium of the Assembly announced that the work would continue in the committees as well. The deputies requested clarifications on the powers of the republic, on citizens’ rights, on the status of languages, and on constitutional guarantees. Representatives of the parliamentary groups assessed that the session was being conducted seriously. It was said that decisions must be the result of broad consultations and respect for procedures. Some deputies requested a short break for further consultations, while others proposed that the work continue without interruption. At the end of the morning session, it was announced that the debate would continue in the afternoon hours. The work of the People’s Assembly was followed with great interest by the public.

The economic passport of bureaucracy

Bureaucratism, especially in a social order, is a major harmful phenomenon and an obstacle on the path of free human development. In this situation, bureaucracy feeds on formalism, privileges, administrative arbitrariness, and the mismatch between responsibility and competence. It spreads across different sectors and weighs heavily on economic and social life. In conditions of economic crisis, bureaucracy becomes even more visible. Procedures are prolonged, decisions are delayed, while the citizen and the worker face unnecessary obstacles. Instead of efficiency, a climate of insecurity and mistrust is created. This slows down processes and harms production. This article examines some of the signs of what might be called the "economic passport" of bureaucracy: excessive spending, an overgrown administrative apparatus, the lack of real control, and evasion of responsibility. Many decisions are taken far from the place where value is created, while the consequences are borne by the real economy. To overcome this situation, reforms, decentralization, transparency, and personal responsibility are needed. Only in this way can conditions be created for greater efficiency and for a social order that serves people and work. (Continues on page 8)

On the work done by the Special Parliamentary Commission charged by the People’s Assembly to follow the course of the poisonings around the events in Shkodra on 2 April 1991 The development over one month of the situation connected with the event of 2 April 1991, which is linked to the use of poisonous substances against students, workers, and citizens in Shkodra, has brought to attention the need for full clarification. The Special Parliamentary Commission has held meetings, collected testimony, and examined the relevant documentation. At the conclusion of the first phase of its work, the commission assesses that institutional and medical investigations should continue in order to determine the circumstances, the manner in which it was carried out, and the eventual responsible parties. It also requested that the public be informed without speculation and with full responsibility. The commission calls on the competent bodies to cooperate and speed up the verifications. The situation that has been created has worried the population and sparked many reactions.
