COMMUNIQUÉ

Tirana, 4.5.1991 — The 17th Plenum of the Central Committee of the PPSH Held Its Work Session — On Friday, the issue of the relationship between the Party and power was discussed in an organized manner; this issue has become the object of broad debate among the masses of communists and workers. Most of those speaking said that the PPSH, like any other party under conditions of pluralism, does not have and should not have a constitutional role. The discussion emphasized that the solution to this problem has as a precedent the Republic of Korea, where the legal status of the parties will be determined by a special law of the People's Assembly and not in the Constitution. Comrades Ramiz Alia and Foto Çami supported this alternative and presented the relevant arguments. There was also discussion about the place of trade unions in political pluralism and about the problem of the youth and women's organizations. It was emphasized that the trade unions will be independent of the parties and will work to defend the economic interests of workers. It was stressed that the BRPSH must be thoroughly reformed and assume the function of an independent political and social youth organization. The view was expressed that the women's organization should also be reformed and adapted to the conditions of political pluralism. At the end of its work, the Plenum decided: 1. To remove Comrade Ramiz Alia from the function of First Secretary of the Central Committee of the PPSH and to appoint Comrade Fatos Nano to this function. 2. The election of the First Secretary of the Central Committee of the PPSH is submitted for approval to the 10th Party Conference, to be convened in its next session. 3. To expand the Commission for Reviewing the Party Program and Statute and appoint as its members the comrades: Hysni Milloshi, Petraq Pilika, Mikel Kaso, Perikli Teta, and to invite representatives of the trade unions to the next session of the Plenum. 4. To create a Special Commission for studying the issue of the relationship between the party and the state. The following comrades were appointed to the commission: Nestor Thanas, Anastas Angjeli, Vehbi Balili, Shefqet Dajçiu, Edmond Jani, and jurists, researchers, and other specialists are to be invited. 5. To set up a commission to examine the youth and women's organizations. The following comrades were appointed to this commission: Rita Marko, Tefta Cami, Sotir Kovaçi, Koço Beli, and Ksenofon Nushi. 6. To set up a commission on relations with other political parties. The following comrades were appointed to this commission: Skënder Gjinushi, Baki Elmazi, Llambi Gegprifti, Spiro Dede, and Vaskë Koleci. The 17th Plenum of the Central Committee of the PPSH concluded its work.

Honour for the young, honour for Albania

Gashmo-[?] Who among us does not remember this warm, proud, festive and militant call that tirelessly mobilized our young people, boys and girls, everywhere, to raise the flag of the Homeland in great actions, on roads, railways, terraces, in fields, factories and industrial complexes, in mountains and hills, on workdays and holidays? It was a powerful rallying cry for educating the new generation in love for the country, in the spirit of sacrifice, civic responsibility and creativity. Today, as the country is going through major changes, this call takes on a new meaning. Honour for the young is honour for the country's future, for its creative energy, for its ability to face difficulties and build a better Albania. Young people need not only beautiful words, but trust, space, and real participation in political, economic and social life. They must be heard, supported and made part of decision-making. CONGRATULATORY TELEGRAMS

For a People's Assembly

It is not superfluous to recall that our country stands before a निर्णating moment for its political destiny. In these conditions, the discussion about the role of the People's Assembly, about the real representation of citizens and about the functioning of democratic institutions takes on particular importance. A People's Assembly must be not only a formal body, but the ground where ideas clash, where the country's problems find solutions, and where the will of the people is translated into law and state responsibility. This requires deputies with integrity, with direct ties to their voters and with the ability to defend the public interest. It also requires transparency, oversight and a new political culture. Only in this way will the Assembly truly become the house of the people. ( continued on page 4 )
