FROM THE PARTY CONFERENCE OF THE KUKËS DISTRICT The Party Conference of the Kukës district was marked by a spirit of debate and of free, constructive thought. It assessed that the problems troubling party members and the entire people today require bold and swift solutions. The report and the discussions pointed out that in the fight against dogmatism, bureaucratism and conservatism, action must be consistent. It was demanded that the party be closer to the masses, listen to their voices, and fight against privileges, arbitrariness and the swelling of the administration. The discussions dealt with questions of the economy, the state of public order, supply, and the role of the party's basic organizations. It was emphasized that under conditions of political pluralism, the PPSH must be deeply renewed in its program, statute and working methods, so as to win people's trust. The delegates called for bureaucracy to be fought with concrete responsibility and for free thought to be supported. There was also discussion of the need to increase production, discipline at work and strengthen civic unity. The speakers brought concrete examples from enterprises, cooperatives and institutions in the district. They pointed out shortcomings in management, formalism in the analysis of the situation, but also the great reserves of the people to face the difficulties. The conference called on communists to be at the forefront of democratic changes, to render account and to bear responsibility before the people.
