The base – the center of the gravity of work

— From the Conference of the Party of Labour of the Kukës district — V. Ukë e shtroi tepricë dhe t’i imponojë dreqet fjalës për nobël të radhës së vet, e po to vet t’i afrohej asaj shtrese me të cilën me të vërtetë i ka prerë puna. In this sequence of party organizations to implement the reform program and overcome the present difficulties and those that are appearing before our country on the road toward democracy and a market economy — among other things — the Conference of the Party of Labour of the Kukës district was held. A few days earlier, the Italian Prime Minister, Giulio Andreotti, had stated that “it would be ideal if the stabilization-association agreement were signed, because in that way the political situation would be calmed.” The Albanian Prime Minister, as well as comrade foto-?[,?]shqiptar, also explained and examined that care should be taken with the election and continued in order to arrive at the main points of the report presented at the Conference. In the report, speaking about the situation in the district, it was emphasized that work at the base and closeness to people remain fundamental issues. If there is no movement and no work with people, the party organization cannot meet the demands of the time. Emphasis was placed on strengthening ties with the masses, on discipline, responsibility, and the activation of cadres in the countryside and the city. In the discussions, examples of shortcomings, bureaucratic manifestations, and weaknesses in leadership were raised, but at the same time the conviction was expressed that with persistent work the obstacles would be overcome. Production, supply, agriculture, education and health, the state of public order, and the need for more organized work were discussed. In conclusion, the conference called for the base to be the real center of gravity of the party's work and of its contacts with the people.

— SANADER — The high-level delegation of the European Community and other international organizations was led by the foreign minister of Luxembourg, Jacques Poos. He said that the European Community is doing everything possible to help find a peaceful solution to the Yugoslav crisis. He underlined that Europe cannot remain indifferent to what is happening in Yugoslavia and to developments that may have broader consequences. The necessity of dialogue among political and national factors, respect for human rights, the avoidance of violence, and the preservation of stability were emphasized. There was discussion of the meetings held with local representatives and of the possibilities for mediation. In closing, it was said that efforts would continue. (Continues on page 2)

The Italian Prime Minister receives Prime Minister Fatos Nano

The Italian Prime Minister, Giulio Andreotti, received the Albanian Prime Minister Fatos Nano. He stressed the importance of developing bilateral relations and support for the reform processes in Albania. The meeting addressed economic issues, regional cooperation, emigration problems, and the need for greater rapprochement with European institutions. It was emphasized that Italy wishes to help Albania cope with the difficulties of the transition period. Fatos Nano praised the Italian aid and said that the Albanian government is determined to move forward on the path of democracy and a market economy. Both sides expressed themselves in favor of expanding contacts in all fields. (ATSH)

The draft law on the Assembly is being discussed

YESTERDAY IN THE PEOPLE'S ASSEMBLY Yesterday the People's Assembly resumed its work and the deputies examined important draft laws concerning the functioning of the institutions. At the center of attention was the draft law on the Assembly, in which the principles of organization, powers, and ways of exercising parliamentary activity were discussed. The deputies made remarks and proposals, requested clarifications on certain articles, and emphasized that the law must respond to the requirements of political pluralism and the rule of law. The session also discussed the rules of procedure, the committees, voting procedures, and the role of the opposition and the majority in parliamentary life. It was requested that the Assembly have a more active position in overseeing the government and in drafting policies. The discussions will continue in the following sessions.

The Albanian Prime Minister meets Bettino Craxi

The deputy general secretary of the Italian Socialist Party, Bettino Craxi, received the Albanian Prime Minister, comrade Fatos Nano. The meeting discussed developments in Albania, Albanian-Italian relations, and the possibilities for expanding political and economic cooperation. Bettino Craxi expressed interest in the progress of the reforms and praised the role of progressive forces in stabilizing the country. Fatos Nano presented the positions of the Albanian government and asked for understanding and support for the difficulties the country is going through. Bread and C bread with old flour

— SHKODËR — In order to find out some of the phenomena of supply and production in this district, the newspaper brings data from organizations and enterprises. It was emphasized that the state of the flour, the way the bread is baked, and the quality of the bread have been a matter of concern for the population. The use of old flour and its impact on production quality were mentioned, as well as difficulties in distribution. Local المسؤولists stated that measures are being taken to improve the situation and to better control the process. The need to increase responsibility and to ensure more regular supply with raw materials was pointed out.

Meetings of the government delegation in Italy

During its stay in Italy, the Albanian government delegation held meetings with political and economic personalities and representatives of institutions. Discussions concerned economic aid, investments, supply of goods, banking cooperation, and the opening of new prospects for bilateral relations. The delegation presented the most urgent needs of the Albanian economy and requested support for the stabilization of the situation. The Italian side stated that it would examine concrete forms of aid and long-term cooperation. Contacts were also held with business circles and representatives of the press. (Continues on page 8)
