Fatos Nano elected Chairman of the Steering Committee of the Socialist Party of Albania The final session of the 10th Congress of the PP was chaired yesterday morning by Xhelil Gjoni. Also taking part were the President of the Republic, Ramiz Alia, and the Chairman of the Presidium of the People’s Assembly, Kastriot Islami. Representatives of political parties, organizations and associations in the country, guests from the districts, and Albanian and foreign journalists were also present. Officials and functionaries of the diplomatic corps accredited in Albania were in attendance. The session chair announced that a delegation from the Party of Democratic Prosperity in Macedonia had sent greetings to the Congress and would participate in its proceedings. The floor was given to Tirana delegate Musa Ulqini, who read the message of the 10th Congress addressed to Party members, its sympathizers, and the entire Albanian people. The Congress adopted a resolution on the question of Albanians in Yugoslavia. The chairman of the vote-counting commission, Ylli Hysi, delegate from the district of Fier, then took the floor. Speech by Comrade Fatos Nano at the conclusion of the Congress proceedings JUNE 10, 1[?] CONGRESS[?] Comrades, delegates! On behalf of the comrades elected to the steering committee, I wish to thank you for the confidence you expressed, and for the commitment you showed to the radical renewal of the party, as set out in the appeal we adopted together.

Yesterday, after receiving the vote of confidence in the People’s Assembly and before taking up their duties, the Chairman of the Council of Ministers, Ylli Bufi, and the members of the Government for the Stabilization of the Country were sworn in before the President of the Republic of Albania, Ramiz Alia, in his hall. The members of the Government signed the oath. On this occasion, the President of the Republic, Ramiz Alia, wished them all success and fruitful work in this first pluralist Government, tasked with stabilizing the country’s economic, political and social situation, and expressed his conviction that it would work with all its strength in the service of the Fatherland. Islami, was also present at this solemn ceremony. (ATSH)

The Federal Foreign Minister of the Federal Republic of Germany, Dr. Hans Dietrich Genscher, will arrive in Albania on June 15, 1991, for a visit at the invitation of the Government for the Stabilization of the Country. The Federal Minister is also arriving in his capacity as Chairman of the CSCE Council of Ministers, whose meeting will be held in Berlin on June 19–20, to discuss with the Albanian government the possibility of its full participation in the CSCE. Mr. Hans Dietrich Gensher’s visit provides a good opportunity to discuss the development of cooperation between the two countries. (ATSH)

At the invitation of the Minister of Foreign Affairs, Muhamet Kapllani, the Foreign Minister of the Italian Republic, Xhani de Mikelis, arrived in our country yesterday for an official visit. At Rinas Airport, the Minister of Foreign Affairs, Muhamet Kapllani, and other officials of the Ministry of Foreign Affairs were there to welcome him. Also present were the Ambassador Extraordinary and Plenipotentiary of the Republic of Albania to the Italian Republic, Dashnor Dervishi, and the Ambassador Extraordinary and Plenipotentiary of the Italian Republic in Tirana, Torquato Kardili. The new Socialist Party of Albania will continue to struggle democratically to remain one of the country’s principal political forces and alternatives, and a leading European political alternative. European.

Addressed to Party members and its sympathizers, and to the entire Albanian people The 10th Congress held its proceedings from June 10 to 13, 1991. The work of this Congress was characterized by a serious commitment to the comprehensive, transformative renewal of the Party. It showed great concern for addressing the current difficult economic, political, social and moral situation. The Congress discussed with concern how to find the most rational ways to emerge from the current crisis. The Congress firmly distanced itself from the shortcomings and mistakes of the past and from all those who seriously damaged the Party’s image among the people through the privileges they allowed themselves and created for themselves. The Congress affirmed political pluralism as a reality and a historic victory. It considered cooperation with other political forces essential in the interests of the nation as a whole. The Congress expressed its support for a democratic, humane society, with a market economy, prosperity and social justice, and for a constitutional state in which human freedom and rights, social progress, and national freedom and independence are respected with the utmost rigor. Judging from the essentially new program it adopted, the many proposals and demands from the grassroots, and taking into account the logical course of the changes that have taken place in our country and are being affirmed every day, the Congress decided to establish the Socialist Party of Albania, which will include all members of the Party of Labour who, of their own free will and with full conviction: a. Consider the role and activity hi[?] to have been completed. b. Accept the new Program of the Socialist Party and its Statute, its ideological and organizational foundations, and the other requirements and duties arising from these documents, and work for its complete and final orientation as a political force representing the socialist alternative of the European left and beyond. c. Understand and put into practice democratic competition and coexistence with other political forces that serve the national interest and the progress of the country within the framework of parliamentary democracy. This is not simply a change of name, a matter of form, but a clear expression of the content and new objectives adopted by this Congress. Thus, this Congress has brought one historical period to a close and is opening a new chapter in the history of the Socialist Party. Members and sympathizers of the Socialist Party! The 10th Congress calls on you to embrace, support and promote the New Program and the decisions that were adopted. Embracing and immediately implementing the guidelines set out by this Congress will make the Socialist Party a dignified and active force on the stage of Albanian political life. Honest people, whose dedication to the interests of the people has been tested in life, are active in our Party. The Socialist Party publicly declares and commits itself to removing from its ranks all those whose conduct has sullied the image of a Party member and who stand in the way of achieving its goals and aspirations. Albanian people! …the new statute it adopted, drawing on the numerous proposals and requests and are being affirmed every day, the role and historical activity of the Party of Labour to have been completed, detach themselves from that erroneous theoretical and practical baggage of the monist period, and distance themselves from the errors and distortions in its political line and practice. History should judge the issues relating to the Party of Labour’s past and its personalities. Our Party’s ranks include has been tested in life. The Socialist Party publicly declares and undertakes to remove from its ranks all those whose record as Party members is tarnished and aspirations. Albanian people!
