THE ELECTORAL PROGRAMME OF THE SOCIALIST PARTY OF ALBANIA

Given our mistrust from the first pluralist elections and in anticipation of accumulated dissatisfaction, the Socialist Party of Albania must act decisively and responsibly to restore calm, order and the lost trust. Under these conditions the Socialist Party of Albania presents this electoral programme to the people. At its core is the place of the human being and work. To unleash the energy of the people in creation, production, management and service to society. To restore the rule of law, strengthen democratic institutions, guarantee public order and protect the freedoms and rights of citizens. To revive the national economy, encourage production, protect honest property and create equal conditions for enterprise. To fight poverty, unemployment, corruption and abuse of power. To defend national interests and develop good relations with neighboring countries and with Europe. To put education, science, culture and healthcare at the service of the citizen. The Socialist Party of Albania calls on all citizens to unite in this great effort to rebuild the country.

I. Justification of the position of the PSP for the future and for the good of democracy

To give clarity to the citizen and to the entire public about this stance, the Socialist Party of Albania addresses this political declaration. EXPANDING DEMOCRACY PSSH will be a democratic force that will guarantee political pluralism, fair competition, rotation through the vote, and broad civic participation. CONSOLIDATING DEMOCRACY Institutions, the separation of powers, the independence of the judiciary and press freedom will be respected. CONDITIONS FOR A FUNCTIONAL DEMOCRACY PSSH will work for a free economy, but with social responsibility; for a strong state, but not an oppressive one; for a respected opposition and controlled power. GREAT DECEPTIONS BY OREMAL BREZHOTI[?] - While the optimists claim it, moderators, the summer euphoria has passed, and in its place many concerns are growing. - If we compare promises with reality, the difference is profound. - The democrats are once again coming with big promises, but citizens have the right to ask what was accomplished from yesterday's ones. - Their programme speaks of a market economy, but without explaining how the poor will be protected. - It speaks of freedom, but not of equality of opportunity. - It speaks of order, but both city and countryside know insecurity. - Propaganda cannot replace governance. - The Albanian voter wants proof, not words. II. Economic reform – the only alternative for a crisis and the country's development

The PSSH proposals for economic reform aim at stabilizing the market, revitalizing production, stimulating employment and socially protecting vulnerable groups. Today the country is in a deep economic crisis. Without investments, without credit and without clear development policies, the economy cannot emerge from decline. PSSH proposes a package of measures for agriculture, industry, trade and public finances. Domestic producers will be supported, smuggling will be fought and conditions for private enterprise will be created. Reform cannot be carried out against the people, but with their participation and with a fair sharing of the burden of transition. (Continues on page 2)
