THE SOCIALIST PARTY - A FORCE ABLE TO FACE THE TASKS AND CHALLENGES OF THE TIME

- Call from the Steering Committee of the Socialist Party for the convening of its first Congress On 9 June last year the Socialist Party was legally declared the successor party of the Party of Labour of Albania. It was born at the heart of a sweeping political and social development, with the aim of being a new party in the sense not merely of the formal meaning of the word, but with an advanced ideology, with a clear political platform and program, with a democratic statute, with an openly stated orientation and a conviction that the country's pressing economic and social problems must be solved, and that Albania should move toward a modern, humanist and pluralist society. In the 10 months since its declaration, the Socialist Party has acquired new features. It was born in the wake of a sweeping movement of our people toward reforming and democratizing society. Precisely for this reason, its strength and ability to face the difficulties and challenges of the time are linked to the development of democracy, to strengthening the rule of law, to increasing the role of the citizen and of institutions, to the market, property and free initiative, to the protection of vulnerable social groups, and to integration into Europe. The Socialist Party does not see itself only as a political organization competing for power. It considers itself part of a broader social process aimed at civic emancipation, higher well-being and the building of a new democratic order. For this reason, its policy is tied to responsibility, restraint and respect for political pluralism. Since its creation, the Socialist Party has gone through many trials. It has faced criticism, misunderstandings, political attacks and attempts to unfairly identify it with the past. Yet in these months it has shown that it knows how to reform itself, listen, correct itself and build bridges of communication with broad layers of the population. Its reform process is not complete. It requires a deepening of internal democracy, a greater role for grassroots organizations, fuller programmatic clarification and greater involvement of intellectuals, young people and women. Only in this way can the Socialist Party truly become a modern force of the European left. It remains convinced that the country's transition cannot move forward through political revenge, exclusions, demonization of the opponent or adventures. Albania needs civic reconciliation, stability, deep reforms, an open economy and institutions that guarantee the law and fundamental freedoms. In this sense, the convening of the first Congress of the Socialist Party is a political and organizational necessity. The Congress must realistically analyze the road so far, draw lessons, approve the basic documents and define more clearly the party's profile under the new conditions. The first Congress must mark an important step in consolidating the Socialist Party as a progressive, democratic and national force. It must strengthen its ties with citizens, workers, peasants, intellectuals, young people, women and pensioners; increase confidence that the Albanian left can be a factor of stability and development. The Steering Committee of the Socialist Party calls on all members and sympathizers to engage responsibly in preparing its first Congress, with the conviction that the Socialist Party is a force capable of facing the tasks and challenges of the time.

GOVERNMENT CHRONICLE

On 22 April[?], Prime Minister Aleksandër Meksi received in his office the Ambassador of Turkey to our country, Mr. Cahit Bayar. During this meeting they discussed the possibilities of expanding relations between Albania and Turkey. The need for cooperation in the economic, trade and cultural fields was emphasized. In a separate meeting, Prime Minister Aleksandër Meksi also held talks with representatives of other institutions, where problems of the economy and state administration were addressed. At a time when the country is in crisis, people are looking for solutions and not empty promises. Democracy cannot be only words; it must be work, order, justice and equality before the law. In the countryside concerns have increased over production, supply, prices, the market and the lack of means. Many people feel uncertain about tomorrow. They ask the government for responsibility and the parties for seriousness. Political appeals are not enough. There must be concrete solutions for agriculture, for property and for the ordinary person. Otherwise, disappointment will grow and damage the country's future. (Continues on page 4)

Tanks and armored vehicles will guard Kosovo

Serbian police and army threaten to start war[?] Yesterday in the north[?] and in the center of Podujevë[?], Serbian army forces carried out numerous movements. In the tense areas, armored vehicles and large police forces were seen. Local sources say the population is worried and that threats of escalation have become more open. According to data coming from the field, Serbian units have set up checkpoints and are controlling movements on the main roads. Residents say the situation is serious and that there is fear of an imminent clash. In Prishtina and other cities of Kosovo, reactions against repression and violence have continued. Political representatives and citizens have called for international intervention and for the protection of the civilian population. (Continues on page 10)
