First dealers set off to take the land

What will the new government do? If the government headed by Ylli Bufi has taken the issue of property seriously, truly seriously, and if its prime minister has clearly understood that sharp property problems must also be solved with justice and transparency, then he must take urgent measures to return the land to its rightful owners. This is not only about agricultural land, but also about building plots, forests and pastures, about objects that were confiscated and nationalized earlier, etc. This is an issue that can no longer wait. Returning property to its rightful owners is an essential condition for establishing a new democratic and legal order. As long as this problem is left hanging, conflicts, insecurity and injustice will continue. In our country there are still thousands of families waiting to get back their land and property. Agriculture cannot be rebuilt on solid foundations without first clarifying land ownership. In many areas, villagers have already started seeking out their former plots, while the state still has not given a full answer. For this reason, the new government must show determination. It must act without wasting time, avoiding bureaucratic delays and political misuse. A market economy cannot be built on uncertain property rights. Nor can democracy be consolidated without respecting this fundamental right. Therefore, those who will be responsible for implementing the land law should set out as soon as possible. The country needs order, justice and clarity. The new government will also be judged by the way it resolves this important knot.

Good work, Congress of the Eurosocialist Youth!

On Tuesday, 12 May 1992, in Tirana, the Eurosocialist Youth Forum will be held, with the participation of over 400 delegates from all over Albania. At its first congress, this organization will discuss ways of organizing itself, its program, and its role in the political and social life of the country. The congress is taking place at a time when Albanian progressive forces need to regroup and find new energy. Youth, with its vitality and idealism, remains an important factor for the future of democracy. The Eurosocialist Youth Organization aims to make its own contribution to the consolidation of the Socialist Party and to bringing it closer to modern European models. In this context, its first forum is an important political event. We wish the work of the Congress to take place in a spirit of unity, tolerance and responsibility. Good work to the first Congress of the Eurosocialist Youth!

EXPECTATION OF CONSOLIDATION AND SELF-ACTION

Especially after the last elections, within the organizations of the Socialist Party there has been a need for greater self-analysis, increased responsibility and more coordinated action. Left-wing forces must reflect deeply on the reasons for the defeat and on the new tasks that lie ahead. It is not enough simply to accept the result; work must be done patiently and persistently to consolidate the structures and draw closer to the grassroots. The organizations in the districts and the sections in enterprises and villages are necessary links for restoring trust. The party must listen more to its membership and rely on its own creative self-activity. Likewise, a new spirit of work is required, with less formalism and more initiative. Only in this way will the political and moral authority of the left in Albanian society be able to be rebuilt.

There are people who, with fake papers, with forgeries, with recognition and with interventions, have managed to gain great wealth, while the people have become impoverished. There are those who, under the shadow of the state, or hiding behind institutions, have laid hands on warehouses, equipment, raw materials and various goods. This is one of the most serious wounds of the transition. If decisive action is not taken against these phenomena, distrust in the reform and in the state itself will deepen further. There must be transparency, control and personal responsibility. Whoever has taken unjustly must be held to account. Whoever has falsified documents must be punished. Whoever has benefited from political or administrative connections must be brought before the law. Only in this way can the old be clearly separated from the new.

TOWARD ZERO LEVEL...

For several days everything was being opened up in a planned environment, with purpose and without having burned the gravel, while vandalism was being carried out in the pilot jointly. Not only citizens, but also the media and public opinion, followed with concern what was happening. The unrest, fires and uncontrolled explosions showed that society was at a dangerous point.
