— Dissatisfied representatives will ask the Presidium of the Assembly — On 9 April 1992, the parliamentary group of the Socialist Party prepared several amendments that would bring some important changes in the field of legislation on the organization of power. These proposals were presented at the beginning of the work of the People's Assembly of Albania. Part of this package of proposals are also those aimed at strengthening the status of the deputy and his relations with voters. Changes are being requested with regard to the rules for electing committee chairpersons, the position of the opposition in the governing bodies of the Assembly, and its right to demand parliamentary oversight of the government's activities. The dissatisfied representatives will ask the Presidium of the Assembly to examine these proposals.

After the emergence of new political forces on the scene, part of public opinion was fed with high expectations for immediate change. However, the country's economic and social reality proved far more difficult than electoral propaganda had promised. Under conditions of declining production, shortages of goods, and low incomes, it became clear that illusions cannot replace serious development programs. Citizens' concerns are numerous: employment, supplies, public order, and services. Beyond the rhetoric, concrete responsibility is required from the institutions and political forces.

— In a system of this kind, 320 day laborers are employed, depending on the sectors. Special teams are also being created in some other similar centers. — At the glass factory in Kavaja, efforts are being made for a better organization of work. In many cases local government still does not have the proper mechanisms to meet citizens' demands and to exercise the responsibilities that belong to it. Financial resources, staff, and administrative experience are often lacking. On the other hand, the influence of party interests in local life creates unnecessary tensions and hinders the resolution of everyday problems.

On 12.5.1992, tensions and behavior that do not help normalize political life were observed in the local bodies. There have been cases of verbal pressure on opponents and unnecessary exclusions from public debate. Instead of dialogue prevailing, a spirit of revenge is often noticeable. This climate not only harms democracy, but also distances citizens from active participation in social life. To avoid the situation worsening, self-restraint, respect for differing opinions, and enforcement of the law are needed. (Continues on page 3)
