ONCE AGAIN ABOUT UNEMPLOYMENT...

WE POINT OUT FACTS: Now, the strong representative NANO, chairman of the Socialist Party, together with specialists, is calling unemployment a speculation. The thoughts of the PD propagandists near this candle may indeed be such, because neither he nor his friends have been touched by its consequences. What can be expected from him is well helped by poor people, but this is because he and his relatives from the Socialist Party have left nothing unseized and unplundered since they came to power. This is true for him, but not for us. This is true for the 250 thousand unemployed. - 150 families are left without work after the elections of 22 March. - 74 agricultural cooperatives and production enterprises are now out of work. - 97 enterprises have no water or electricity and have reduced capacity. - 260 thousand tons of bread are missing. - 35 percent of the villages are without the main tools of work. - A large number of specialists and technicians are unemployed. Work without bread for 250 thousand people. This is the consequence of today’s policy. And it is terrible to mock with words, to call speculation something that affects thousands of families. Unemployment is not an invention, but a bitter reality. It is among the greatest problems weighing on the country’s life today. (To be continued on page 2)

Procedure That Does Not Comply with Constitutional Norms

On 22 May 1992, the parliamentary group of the Socialist Party submitted an important draft law to the People’s Assembly for debate. In the discussions that followed, a number of objections were raised regarding the way the procedure had been followed and whether it complied with constitutional norms. It was emphasized that the practice followed must not undermine the rules of the rule of law and parliamentary representation. According to the speakers, procedural issues cannot replace the content of the law nor be used as a means to prevent debate. Strict respect for the Constitution and the relevant rules was demanded. 250 NEW FAMILIES

- 250 families are left without work[?] after the elections of 22 March. The elections of the Socialist Party organization of the Kasalla center in Tropojë were held quite well. They showed that the SP is gaining more and more authority every day. It was emphasized that in the past many promises were not kept and that now concrete work is required. The need for organization and for strengthening the role of the party among the working masses was discussed. Comrade N. Urdhëri was elected chairman of the organization, comrade V. The Factory’s Troubles as Felt by the Workers

DAILY CHRONICLE - newly started work - is interrupted - In the wood-processing plant, raw materials are lacking and the workforce is being dispersed. Workers complain that payments are delayed and that energy supply comes with interruptions. The managers stress that the situation has worsened because of the lack of contracts and the blockage of goods circulation. In the production sector, there are units working at low capacity, while some others have been completely suspended. Workers say that work barely begins and is interrupted again because of a shortage of materials. This creates insecurity for their families and reduces income. SOKOL ÇERUA

FREEDOM OF INFORMATION IS VITAL FOR ALBANIAN DEMOCRACY

- the apparent sluggishness of public institutions before the parliament’s right to information - An international symposium on the theme “Freedom of information and the democratization of society” was held in Tirana. During the proceedings it was emphasized that accurate and prompt information is an essential condition for citizens’ participation in public life. Participants pointed out that the media, parliament, and public institutions must cooperate to guarantee the right to information. It was assessed that in Albania this right still encounters many obstacles, such as a lack of transparency, bureaucracy, and delays in providing official data. The adoption of legal acts to protect journalists and information sources was called for, as well as accountability of the public administration in responding to media requests. Alternative Thoughts under Censorship

The socialist statute leadership of the construction enterprise center gathered its members in a meeting to examine the organizational situation and the climate of internal debate. It was emphasized that alternative views often do not find the necessary space and are being replaced by one-sided positions. 1.
