The Socialist Party is a formation that represents the development of the left, a nationwide successor to the democratic tradition and social reform in our country. It emerged as a necessity of major historical changes and as a response to the crisis of the old model. PSSH represents the aim of linking the ideal of social equality with political freedoms and the market economy. At the center of its attention stands the individual, his dignity, work, family, solidarity and civic participation. The democratization of political life in Albania cannot be understood without the role of organized political forces, without a culture of debate, pluralism and electoral competition. In this process, PSSH seeks to affirm itself as a constructive force, in opposition when necessary, but always responsible to the public interest and national stability. It aims to contribute to the building of the rule of law, to the protection of vulnerable groups, to the promotion of the productive economy and to bringing the country closer to Europe. Its ranks should make room for the country’s best intellectual and civic energies, for critical thought and democratic discipline. Reforms cannot be merely administrative; they must affect mindsets, institutions and social relations. Therefore the party must be reorganized, opened up to the younger generation and create mechanisms for cooperation with trade unions, civil society and other factors of progress. Modern left-wing politics cannot be reduced to nostalgia, but must build a new vision for the future. Albania needs a democratic socialist alternative that combines economic efficiency with social justice, individual freedom with collective responsibility and national interest with European integration. From this point of view, PSSH considers itself part of the democratic processes taking place in the country and on the continent. The challenge remains great: to win the trust of citizens, strengthen institutions and avoid sterile conflicts that harm Albanian society.

Under the new conditions it must be reconceived and reformed, in order to be ready for new political confrontations. 3. The Socialist Party must be politically and organizationally resized in order to respond to the new Albanian situation. 4. To get out of the current serious situation, PS is making its way out through the pro-Albanian multi-party alternative of the opposition. Democratic entry into this national, turbulent situation in Albania is given special attention, which of course cannot fail to be addressed. Further on, the analyses and reflections on the profound process of changes and recent events that is affecting not only our country, but also the region, Europe and the world, especially in Eastern Europe and the former Soviet Union, include the issue of the role and place of the left, progress, and democracy. In these circumstances it seems that beyond the crises of transition and the confusions, the left-wing forces are regaining ground, emerging as the most responsible and most humane alternative for the development of society. This does not mean that old schemes are returning. On the contrary, a new conception is required, in line with political freedoms, market economy and the need for social justice. The Albanian Socialist Party, if it is to be a real force of democratic transformation, must know how to preserve the values of the modern left, to organize itself in a contemporary way and to provide answers to the country's concrete problems. In this framework, its Congress acquires a special historical and political importance. It is called upon to determine the main programmatic orientations, the new organizational structures and the way it relates to society. Only in this way can PS appear as a credible alternative for the present and the future.

Yesterday, on 20.6.1992, at 9:00 a.m., the PSSH Congress began its work with the participation of 530 delegates and many guests. The congress was opened by comrade Fatos Nano. At the morning meeting, the congress committees were elected, the agenda was approved and the first discussions were heard. In the afternoon session, work continued with the main report and with the greetings of the delegations. The atmosphere was presented as serious and of high political interest.
