This is the first signal that switches on the lights and brings back electric power. Not even 20 minutes pass before the lights go out again. Residents of the neighborhoods are left surprised and a little indignant, but not the specialists of N.Sh.E. At least here in Durrës, electric power is being used in installments, so that everyone can enjoy it in small doses. This is a new form of distribution, but apparently the only possible one under the present conditions. The lights are switched on and off according to the power schedule, according to the networks and according to some unforeseen intervention on the line. Meanwhile, citizens have grown used to measuring their time by the lights. If there is electricity, some housework gets done; if not, they wait.
