GAMBLING WITH THE PEOPLE'S MONEY

A NEW ENIGMA IN OUR BANKING OPERATIONS - The former director of the former intermediary of the Commercial Bank continues to give us reasons! - What is the accusation? - 1,200,000 dollars have disappeared. - What are the key points of the mysterious operation? - What is the role of Governor Ilir Hoxha and Minister Genc Ruli in this new scandal? - Is the aid that came from "Dekuçis Kalp"[?], which President Berisha received from the "French institution"[?], at the ceremony for the 5th anniversary of the French embassy, related to this? - Should the specialized parliamentary committees and Parliament itself be involved in clarifying responsibility? - Were the Salih[?] government and that of Ylli Bufi[?] at least aware? Our demands in yesterday's issue, addressed to the Albanian public and the whole Albanian political scene, pushed the matter as far as yesterday's meeting of the PSSH leadership council, which was to send a message to the leaders of the former government of Ylli Bufi and to President Sali Berisha. Yesterday morning, completely calm, the PSSH's Batos Nano[?] appeared in the hall where the KPD meeting was taking place, and at his request he gave a loud interview, which was being heard by everyone on the foreign television sets. He strongly denounced that "the PSSH does not become anyone's advocate", but added that the old government must answer some questions troubling ordinary people. If these questions have answers, the public should know them. If they do not, then responsibility must be clarified to the end. Second, during the day, in a series of talks and phone calls with deputies and members of the high forums of the PSSH, it was emphasized that it had never been the subject of this party's debate to become a shield for any official of the past. On the contrary, according to them, the only way to preserve the dignity of the left is for the truth to come to light and for individual responsibilities to be taken. From the information gathered so far, it appears that several banking interventions were made, in which large sums in foreign currency were transferred in an unclear manner. Names of institutions, signatures, and payment orders appear in documents that do not fully match one another. This has raised suspicions of an operation that may have been used for private gain at the state's expense. This story mentions the Commercial Bank, the Bank of Albania, the finance minister, and other officials of the time. Among the main questions is who authorized the movement of the sum of 1,200,000 dollars and on what legal basis the action was taken. Equally important is whether President Berisha, the previous government, or Governor Ilir Hoxha had full knowledge of how this operation unfolded. Many now want the parliamentary committees to take action and summon everyone connected to the file for clarification. Only an open investigation can show whether we are dealing with mismanagement, abuse, or an organized mechanism for making money disappear. Part of the debate has also become an aid that came from a French foundation or institution[?], which is claimed to have been handed to President Berisha on the occasion of a ceremony for the 5th anniversary of the French embassy. Its connection with this story is unclear, but its mention has further increased suspicions and demands for transparency. In the end, the big question remains: are we dealing with a real financial scandal and attempts to cover it up politically? Or are there documents that can explain everything? Public opinion awaits clear answers.

Yesterday, at 4:00 p.m., Fatos Nano, chairman of the Socialist Party of Albania, received at the headquarters of his party the Ambassador of the United States of America to Albania, Mr. O. H. Wilson. In the conversation, which the ambassador described as open and friendly, a number of issues of mutual interest were addressed, concerning the political situation in the country and recent developments. The process of democratization, the political climate, and the need for the institutions to function in accordance with the law were discussed. The relations between the political forces and the importance of dialogue in the service of the country's stability were also touched upon. The meeting took place in a constructive atmosphere and, according to both sides, served to further strengthen mutual understanding.
