A blue bulletin is circulating from the PD offices: - Socialist Party members and their sympathizers are to be purged; former communists, their children and relatives at every level, wherever they may be. They are to be replaced by members and sympathizers of the PD. - Socialist Party members and their sympathizers are to be suspended and hindered in their private commercial activities by refusing to grant them licenses or revoking those they already have. Facilities are to be provided to PD members and sympathizers. - State-owned economic facilities are to be privatized and sold, with these being given only to PD members and sympathizers. The state is to provide them with banking facilities. Socialists are to be obstructed from buying facilities and obtaining business loans. Openly, now quite openly, without gloves, even abandoning the phrases and demagogic language. The PD has burst into attacks and all-encompassing psychological terror against the majority of intellectuals. This is a savage genocide with predetermined aims, sparing no one—not even those who are unaffiliated, let alone socialists and their sympathizers. It is clear that the time of illusions and illusionists has passed. I wonder where the 182 petitioners of February last year are now and what they think. I am not referring to the chameleons or the mediocrities. Analyzing this situation in Albania, the great man Reshep Qosja writes in the newspaper Kombi on February 2: “Social assistance has become an institution intended to regulate the market economy, but which is experienced as blackmail and punishment by many intellectuals it affects. Distinguished intellectuals in the prime of their creative years are mercilessly put on social assistance because of their convictions, because they are not members of the PD; instead, they are dismissed, ignored, accused, and attacked with street language. Be alert after this, Professor! Your historical ‘indictment’ addressed to Sali Berisha has shaken the foundations of the neodictatorship bound together with ‘democratic mortar.’ Either with us, or you are our enemy is the PD’s political motto. Does this not remind you of the situation 50 years ago, when in the legal institutions of a pro-fascist state, only those intellectuals who accepted membership in the fascio were allowed to be employed and admitted? And did the state of the communist dictatorship not insist that there could be only two ideologies? Either socialist ideology or bourgeois ideology; with one or not the other. Can a democratic society be built when confined between two extremes?” Unfortunately, we find ourselves between these two extremes. I am convinced that the great Kadare knows this well when he writes and acknowledges the intellectual strength of the PS; these are precisely the intellectuals whom the PS has closer to it today than any other political force; they are being hounded, morally, politically and economically discredited. This was directed at the administration immediately after the PD’s latest National Activity. The directive was also supported by that Naso, Arben Lika, in the name of “his attack hundred.” In summary, the contents of this bulletin set out three targets for attack: First, socialists, sympathizers, former communists, and their children and relatives are to be purged at every level, wherever they may be—in enterprises, institutions and administrations, right down to the humblest worker. This morning, on 9.2.1993, a meeting was held at the headquarters of the General Steering Committee of the PSSH between comrades Namik Dokle, Fatri Sinani, and Fatmir Zarjaj, respectively Deputy Chairman of the PS and members of its Presidium and General Steering Committee, and comrades Kastrjot Muço, chairman of the Confederation of Trade Unions of Albania, Minella Mano, Petraq Tapia and Mexhit Zogu, chairmen of various trade unions affiliated with that confederation. During the meeting, they expressed their shared concern about the severe economic, social and spiritual situation of workers, peasants, civil servants, pensioners and young people; the alarming scale of workers being placed on social assistance; and the concerns that may arise when the periods of financial assistance expire. In the remarks made by both sides, they expressed the need to coordinate their efforts on the basis of partnership and the common interests of all workers, in order to build organized democratic action grounded in law. This would oppose any attempt by the government or any political force to shift the entire burden of the consequences of reform onto the most disadvantaged and poorest strata of society; to carry out administrative reform according to political criteria; and to foster a climate of state and political persecution against individuals and organizations fighting for the rule of law, transparency, democracy and social justice in the implementation of reform in Albania. ON THE EVE OF THE INAUGURATION OF THE TIRANA–ISTANBUL AIR ROUTE (On the evening of February 8, an agreement on cooperation was signed in Tirana between the Albanian airline Albina Airlines, represented by Deputy Director Feriks Baci, and ICPI (the International Islamic Charitable Project, headquartered in Micigam, USA), represented by its director Sami Abdullah Dhafar, to begin flights on the Tirana–Istanbul route and back. As is known, the trial of the workers of Poliçan (a farcical trial and a panel of our times) was presided over by the sworn judge Kozma Ziu. The public has been informed that this judge was considered the most suitable, and, as someone to “write” [sic] (since he had been put on assistance), he was entrusted with that difficult trial and brought back to work. I remember meeting Kozmai in those days, before the trial took place, at the entrance to the Berat court, and I received more than just an opinion from him. After much hesitation, I managed to draw out only these words: “This trial is a test for me!” Almost nothing more. “A test of the honor of justice and your dignity,” I told him, and continued: “Those in power come and go; dignity and justice remain!...” And Kozmai conducted that trial, which had the time to be fair. Our newspapers reported on it extensively. In the end, the sentences were also handed down, the sentences they imposed. I believed they were imposed by the panel under pressure, and it is true that they were handed down on the basis of a decision intended to say that ... as far as the convicted person was concerned, and throughout the country, this trial was called a trial with an operation to clip and properly confiscate, mostly the workers of the PD from among the workers. A “farce” trial, as it should be! These days, in the dock. A few days after the trial, at the Berat court, as was said at the time in Berat, two representatives from the center came to call someone out. One, they say, was the President’s adviser, while the other was a deputy minister. The socialist newspaper “Berati” denounced this sudden visit and, through the newspaper, asked the court president, Enise Kureshi, for an explanation, but she did not comment, leaving the issue open. Rumors suggested that the envoys had come specifically because of Kozma Ziu, because he had handed down such light sentences. He himself, Kozmai, remained silent. Not long afterward, it became known in Berat that Kozma Ziu, chairman of the Poliçan trial panel, had once again been thrown onto assistance. Why, one wonders? It is difficult to understand. Apparently, in the face of pressure and instructions, Kozmai upheld (I think, not entirely) the honor of justice, which had been gravely sullied, and his own dignity as an intellectual and legal specialist. I met him these days on the boulevard, where he was sitting calmly with his notebook. After learning that it was true he had been fired, I asked him to speak to the press and denounce those responsible. He smiled, and his answer was, “God willing, now he has returned once again to the office of the great workers’ army; truly, the ruling authorities are a disgrace, the most dignified note is like this. But as for Kozma Ziu...”

DECLARATION of the group of Socialist Party councillors of Bulqizë district Taking as our point of departure the regular meeting of the Bulqizë District Council dated 30.1.1993, which did not take place because the group of Democratic Party councillors [text garbled]: 1. The tendency of PD councillors to block the work of the District Council is a deliberate pretext, part of the continuation of prepared scenarios to paralyze local government where representatives of the Socialist Party are in charge. These efforts date back to the beginning of the strike of October 24, 1992, a strike that PD TV trumpeted as a strike against local government and in support of the government and the President. 2. The insistence on changing the meeting’s agenda had no basis in law and violated the regulations of the District Council [text garbled]. The Republican Party member of the District Council, Selft Pac, left the meeting, deliberately using as a pretext the ordering of the issues [text garbled]. 3. At all meetings of the District Council where the strike has been discussed, Socialist Party councillors have taken the initiative to secure the lawful resolution of the workers’ demands, their return to work, and opposition to the illegal actions of particular individuals; this position has also been supported by PD councillors and others. 4. We clarify that at every meeting PD councillors have sought to put onto the agenda problems, declarations and other matters that impede the Council’s work, as was also the case recently with the motion of no confidence in the chair of the District Council [text garbled]. Under these circumstances, the group of Socialist Party councillors comes before public opinion with this declaration: This motion is contrary to constitutional provisions and the law; it seeks destabilization, disorder and to undermine the people’s confidence in their own leaders, who were legitimized through a free vote. It is a pronounced act of revanchism by the party in power. We have confidence in the people of our district, who gave us their vote, and believe they will support us in our work and in the efforts we have made and will make to resolve the people’s many problems, and in the struggle to consolidate a genuine democracy. The Rural Development Fund, for the large-scale implementation of the project to improve rural infrastructure in Albania, is seeking engineers to determine, assess, and supervise infrastructure works in rural areas (roads, water supply systems, irrigation and drainage systems, buildings, etc.).
