After 1 March we again note another ridiculous display of large capital movements from state banks to private firms. An amount of 16 million dollars, thanks to yet another scandal, has vanished into the accounts of a private firm. This insignificant sum of foreign currency, which should have been used for purchases essential and vital to our economy, has been transferred from the state to a private enterprise with serious consequences for the country.
Yesterday these movements of funds were supposedly taken up by a holding company, but in reality we are dealing with pure clientelist favoritism. Through this dubious operation, by government decision, it has been made possible for millions of dollars to leave state control and enter private circulation, without clear guarantees and without transparency. Public opinion has the right to know whom this policy serves and why the national economy should pay the bill for such experiments.
This is not the first time that the government led by Mr. Meksi has been involved in such actions. Financial scandals, favoritism, lack of control and irresponsibility are becoming a habitual way of governing. Instead of supporting production, agriculture, industry and vulnerable groups, funds are being channeled according to narrow interests. This government is moving forward not on the trust of citizens, but on the crutches of scandals.
The public demands full clarification and concrete responsibility. Who made the decision? Who benefited? What guarantees exist for the return of this sum? Until these questions are answered clearly, the suspicion that we are dealing with yet another abuse of public wealth remains fully justified.

The Municipality of Tirana opposes the laws approved by parliament
Management must remember to oppose unlawful orders
If orders are carried out in contradiction with the law, responsibility falls on those who issue them and on those who carry them out. It is precisely on this issue that concern has been raised regarding a series of actions by the Municipality of Tirana, which run counter to the provisions approved by the People's Assembly and to the norms of the rule-of-law state.
According to the author of the article, the local administration cannot place itself above the law or replace the powers of central bodies. Any such act not only creates a dangerous precedent, but directly harms citizens and the normal functioning of institutions.
The issue is also posed on the ethical and professional level: the leader and the lawyer have the duty to refuse an unlawful order. Otherwise, illegality becomes everyday practice and the rule of law remains only on paper.
Cooperation to elect members of the people
The delegation of the socialists of Albania held a discussion with Mr. Edmond [?] Alizoti, member of the Steering Council of PKSH, with whom they discussed cooperation between left-wing forces for the election of several members of a parliamentary commission. It was noted that in the current conditions unnecessary division must be avoided and understanding should be sought on issues related to the public interest.
According to the discussion, the candidates should be acceptable and upright figures, so that the commission has credibility and can perform its duties impartially. (Continued on page 4)

If the course of social development is seen only on the surface, then the links between cause and effect, between today and tomorrow, are lost. Development has its own course, with rhythms, turns and many interdependencies that must be understood in order not to fall into hasty decisions.
A short-term view brings partial policies, improvisation and fluctuations. A far-seeing view, by contrast, requires analysis, responsibility and clear links to the public interest. Only in this way can we properly understand where society is heading and what consequences today's choices will bring.

If development were seen as a process, it would become clearer why reforms cannot be measured only by immediate effects. They must also be assessed by their ability to create stability, justice and prospects.
IN SUPPORT OF THE FIER TRADE UNIONISTS
The President of the Republic, Mr. Sali Berisha, and the President of the French National Assembly, Philippe Séguin, confirmed in talks held in Paris that they would support the trade unions of the city of Fier, which have opposed layoffs and the closure of enterprises. Their reactions emphasized the need for the economic transition not to be carried out at the expense of workers and their trade union rights.
Political and moral support for the trade unionists was described as a sign of international solidarity and as an encouragement for dialogue between the government, employees and their representative structures. This issue is linked to the social tensions in the city of Fier and to the consequences of economic reforms on employment.
