PASOK leader Andreas Papandreou told Austrian Chancellor Franz Vranitzky on 7 July 1993 of his deep concern about the prospects for new economic relations and especially about the fate of hundreds of industrial enterprises because of the Greek blockade against the former Yugoslav Republic of Macedonia. PASOK has pointed out that the moment for normalizing relations with Albania is not independent of the formation of a coalition government. The opposite is happening. There is no argument for the need to completely liquidate and destroy Albanian industry as of today, with the absurd claim that the country must move at once into an agrarian society. What Albania and its citizens gain from this is becoming clearer every day. The departure of hundreds of engineers, specialists and craftsmen turns Albania, for an indefinite period, into a country with no prospect whatsoever for modern industry. Extremely important centers of the Albanian economy, which not only drew in part of the workforce but also created the basis for exchange through trade and services, are being turned into "ruins." Government leaders have offered no convincing explanation of how this wealth, created by the sweat and effort of hundreds of thousands of workers and specialists, will be replaced. This is not about defending everything inherited from yesterday's centralized economy. But neither can one accept the line of the final destruction of everything that has been built, without evaluating with today's criteria what can be renewed and put at the service of the market. It is now known that the solution of the issue of the former Yugoslav Republic of Macedonia is directly linked to Greek-Albanian relations as well, and that the future Greek government will have to deal with them as a package. For this reason, he stressed, it is not possible to take unilateral initiatives to normalize relations with Albania before the overall framework for solving the Macedonian problem is defined. According to the announcement, this position was communicated to the Austrian Chancellor during the meeting held on 7 July. In this situation, the question arises whether the lack of institutional regulation is favoring a distorted market.
