ATTEMPTS TO HIDE THE SCANDAL

On the trail of the archive scandal Aventë! quickly the police seized Atëm Haxhiu and police director Arben Veliu gathered[?] around 3,000 secret files and sealed them with candles and signatures. Yesterday the state police went to the Ministry of the Interior. There the inventory was carried out, where 25–30 files with copies of documents were supposed to be presented for inspection. That evening it was ordered that Radio «Voice of America» should not be listened to. The next day it was said that the documents were all in order, that the files were organized and that nothing was missing. Mr. Atë Haxhiu, who had publicly declared that he had uncovered a serious affair, is now trying to minimize it. He told journalists that it was about some materials that had only been taken for verification. But the facts say otherwise. The archive was missing not only ordinary papers, but also operationally important materials. Ministry employees said that the incoming and outgoing documents had not been registered according to regulations. This has raised strong suspicions of manipulation and concealment of evidence. The attempt to close the case with a formal statement does not calm public opinion. On the contrary, it increases the conviction that someone is trying to cover up responsibilities. Instead of clarifying the circumstances, a wall of silence is being built. A full and public investigation is required. Every missing document must be identified, every responsible person must be held accountable. Otherwise, the archive scandal will remain a serious stain on the institutions.

After a year of a crime Behind every serious act that shakes public opinion there always remains one question: will there be justice? In this case, after a year, the case still has not been closed and many questions continue to weigh on the institutions. The family members are asking for answers, while the authorities remain silent or provide partial versions. In public opinion, the conviction has formed that a process which should have been clarified long ago is being deliberately dragged out. If the state fails to investigate and punish the guilty, it loses the trust of the citizens. Crime is not closed with silence, but with truth and justice.

Parliamentary transparency plays the role of democracy In the democratic world: A major concern in the political world is increasingly emerging more strongly from public opinion: Members of parliament are disappearing. This implies not only the loss of the parliament’s traditional power, but also the loss of its credibility. For hundreds of years, it has had the merit of being a luminous place where the interests, conflicts, contradictions, and discontent of society were articulated through dialogue and debate, and its members, the voters, could see their representatives, follow them closely, and judge them on the basis of their political actions. That has been the human work of successful power, but over time it has been pushed aside in public attention and replaced by the dominant image of the executive, because of the decisive place given to economic management and the ever-growing complexity of government policies. As a result, parliament risks seeming like a place where people only talk and nothing is decided. Thus, parliament risks being reduced to an empty stage. However, without publicity there is no parliament. This refers to genuine political publicity, not merely television appearances. For all those who deal with public affairs and who want to prove that parliamentary democracy is not an empty theater, there must be a fundamental rule: transparency. In a democratic regime, parliament is the place where ideas, objections, arguments, and laws are worked out before the eyes of the public. This allows citizens to assess not only the content of decisions, but also the way in which they were made. If this publicity is lacking, political accountability also fades. Deputies no longer feel compelled to answer to voters, and the government gains ground beyond democratic control. Albania, as it builds its pluralist institutions, needs more than ever an open parliament, where procedures are clear, debates are real, and the citizen does not feel excluded. A parliament that closes itself off from the public loses the very reason for its existence. Transparency is not decoration, but a condition of democracy.

The 50th anniversary of the Posiça battle was commemorated

It is linked to the way free speech and the right to be heard are treated.
