In the conditions of a market with a distorted, undeveloped infrastructure, as is our market, price increases and other disruptions in its administration become even more difficult. With the increase in customs obligations on food, entire sections of the population will find life even harder. This measure has become the subject of public debate and is presented as a state necessity for budget revenues. On the other hand, foodstuffs make up the largest share of Albanian families’ spending. Therefore, any increase in customs duties on them is reflected directly in the market and in final prices. Moreover, since part of consumption depends on imports, the fiscal burden is passed on almost entirely to the consumer. Our fragile market still does not have the protective and competitive mechanisms to withstand shocks of this kind. In the absence of domestic production, fluctuations in imports immediately create shortages and price increases. The private sector, which is trying to take its place in supplying the market, will also face new obstacles.
