On 26 July 1993, after a long discussion and considerable concern about the situation in the country, the General Steering Committee of the Socialist Party, as well as its Parliamentary Group, met. After analyzing developments in the country and especially the conduct of the President, the General Steering Committee and the Parliamentary Group of the Socialist Party judged that the current regime is sinking the country more and more each day into a political, economic and moral crisis with no way out unless Albanians intervene decisively, together with the opposition and right-wing people, ready to rise up and protest in defense of democracy, human rights, and the rule of law. THE DICTATORS ARE DETERMINED TO BUILD DICTATORSHIP, NOT DEMOCRACY — The initiative with the deputies Fatmir Mediu, Myqerem Kominiot and the director is not sufficient and is unclear and intermediate As has long been warned, though inaccurately, the majority in parliament and the one who rules the country with an iron hand continue with arbitrary actions, anti-democratic planning, orders to punish the opposition, and the concentration of all powers in one hand. Finding no support among the people, the regime is trying to frighten, isolate and strike the opposition with police, administrative and propaganda means. This situation is pushing the country toward a dangerous confrontation and is undermining the very foundations of pluralism. (Continues on page 4)

Neither I nor the party I lead are surprised by this shameless abduction. I consider it virtually impossible to reach such a harsh sentence for the political accusations made against me. It is a manipulated process, an ordered act, and a tool of pressure against the opposition. There can be no independent justice when decisions are preceded by propaganda campaigns and political prejudice. Berisha is afraid, Berisha is not calm. Berisha is disfigured. I wake up calm, Berisha cannot sleep. I have comrades and friends all over Albania; Berisha has been left alone. With me is the truth, with Berisha is shame. I repeat myself. Steps have been taken that make clear the intention to eliminate the political opponent through state means and to bypass any democratic oversight. There are many signs that an attempt is being made to restrict civil freedoms, pressure local administration, strike opposition media, and instrumentalize the justice system.
