WIDESPREAD PRESSURE AGAINST FATOS NANO

- 17 days without carrying out a single investigative act - It has been 17 days since the chairman of the Socialist Party and deputy of the People's Assembly, Fatos Nano, has been held arbitrarily in the prisons of the democratic government. After his unlawful detention, which was not accompanied by any charge, although it was said that he was being investigated in connection with the Italian aid affair, he remains locked in pretrial detention cells without any specific accusation being made known to him. The criminal offense provided for in Article 109 of the Penal Code, for which Mr. Nano is being investigated, has a five-year statute of limitations, which expired on 14 July 1992, a fact that renders the entire criminal prosecution against him legally void. It is clear that the detention and arrest of Fatos Nano are political acts undertaken to strike at the Socialist opposition and to create a climate of psychological terror among its leaders. This was also confirmed by the recent statements of the highest officials of power, who seek to present the case as closed without a court decision. The conduct of the investigative bodies and the prosecutor's office, which for 17 days have not carried out any investigative act, reinforces the belief that everything is of a political-pressure nature. His lawyers have been prevented from ознакомning themselves with the case materials, while the family members' right of contact has been restricted. Public opinion, opposition political forces, and various democratic organizations are expressing their concern over the violation of fundamental human rights and legal norms in this case. ACTS OF THE ILLEGAL STATE

At a time when arrests, searches, seizures, and detentions are being carried out with high intensity, without respecting the most elementary legal norms, a dangerous precedent is being created for the country's democratic life. The warrantless arrest of the deputy and opposition leader is clear proof that action is being taken outside any legal framework. A lawful state cannot be built on police pressure, on verbal orders, and on smear campaigns directed from above. Every citizen has the right to know why they are being detained and on the basis of which evidence. In this specific case, the silence of the state organs and the lack of transparency speak for themselves. (Continued on page 3)

Trials Continue for Participants in the 30 July Rally in Tirana

- Since 10 a.m. in Tirana, before the Tirana Court, the hearing against those arrested has continued; they are accused of taking part in the 30 July gathering. According to the information presented in the courtroom, some of them have denied the accusations, stating that they were detained without sufficient evidence. - Bashkim Imami and Përparim Sulllari have been singled out as defendants.
