Questions from the PS parliamentary group for the session with the Minister of Agriculture
1. What are the criteria for privatizing agricultural enterprises? So far, no agricultural enterprise has been privatized, so what will be done with them; what was the system of management or economic and financial control for these enterprises, since a country with 10–15 years like ours will have major irregularities?
2. Is there a special structure for inspecting these enterprises? Why was the relevant directorate in the ministry removed, and to whom does it report today?
3. How many farms and zoological stations has the country had, how many of them have been privatized, and how many remain under state control?
4. Is the Institute of Geodesy and Agriculture functioning to prepare the indicators and documentation for land distribution? What measure has the ministry taken to establish cadastral order?
5. What has been done concretely to increase agricultural production? The country is in extremely difficult conditions and needs a concrete development program, especially for increasing the production of cereals, vegetables, industrial crops and livestock.
6. What are the real possibilities for farmers to be supplied with seeds, chemical fertilizers and tools? How is the market for these items functioning and what is the state doing to help the rural population in this regard?
7. As for the trade in agricultural and livestock products, does the ministry have a clear policy? How will domestic producers be protected from indiscriminate imports?
8. To what extent are water supplies for irrigation guaranteed and how are the water associations functioning? What has the ministry done for the maintenance of canals and reservoirs?
9. Regarding agricultural land, what solutions have been given to the conflicts that have arisen in its division and what is being done about land left fallow?

FREEDOM TO LIVE, BUT ALSO TO DIE
FREEDOM TO LIVE,
BUT ALSO TO
DIE
Is it a sin to give money to someone who asks to die and truly wants it? If you hide it from him, is that an act of charity? Or are both equally blameworthy? That is what the author asks in this piece, which deals with the drama of poverty, loneliness and the loss of human dignity in the conditions of transition.
In the end, the author offers many examples in which a society without a way out pushes a person toward an extreme decision, while the proclaimed freedom cannot save him either from hunger or from abandonment. Freedom is not enough to live, if the conditions for life are lacking; but sometimes it turns into freedom to die as well.
Where can I find calmness?
He seems to have calmed down; the insistence was that it was about a theft, not a murder. I could still see the murdered man before my eyes. Now I was understanding that I was becoming a father, the second man in my family. I had never thought that a person could fall so quickly into the abyss and have no hand to hold him.
I still could not make up my mind, because everything had collapsed around me. In my head there were endless questions running through, and each one increased my pain. I needed to pull myself together and speak, but I could not.

Failures are saved at Midhati
In March 1993, the journalists of “Koha jonë” referred to the agricultural enterprise “Midhat Frashëri” of Sukth as the “farm of failures.” A year earlier, its managers had promised production and change, but the situation, according to the author, has continued to worsen.
Dismissals, replacements and arbitrary appointments have created instability, while economic results remain weak. The article also mentions the lack of responsibility, the decline in work discipline and the inability to secure the material basis of production.
The author notes that the enterprise continues to stand as a poor example of management and of wasting time and social property.
SAMI YMERI KNOWS NEITHER PARLIAMENT, NOR GOVERNMENT, NOR COURT
On 28–29 December of last year, the Durrës District Council decided to return 15 ha of land to the cooperative (?) “Ylli i Kuq” of Rrashbull, which had been transferred by government decision to the former enterprise “E. Hoxha”. The decision was not implemented. According to the article, chairman Sami Ymeri not only ignored the decision, but continued to use the land as if it were private property.
The text goes on to mention reactions from residents, correspondence with institutions and clashes with local representatives. According to the author, the case shows an arbitrary mindset and disregard for the decisions of the rule of law.
The investigation shows that no one is held responsible, while citizens remain without a solution.
