POWER IS BUILT WITH LAWS, NOT WITH WORDS Parliament is laboriously implementing a series of laws that will return the country to normality. If local government, like the recent Council of Ministers decisions, continues to be spoken of by citizens as ignored by them, the main reason is the lack of laws. In our country there is a shortage of laws, especially in the field of the economy. The lack of necessary laws, or their delayed implementation, has caused considerable damage. Today, in conditions where the country needs order and peace, the smooth running of economic and social activity, and the restoration of discipline at work and in social life, it is essential that the government take measures to complete the legal framework. The government is unable to issue a number of secondary legal acts in fields where laws are lacking. This has become an obstacle to successfully carrying out even the necessary reforms. If local government continues to be criticized for incompetence, this is due not only to the people who run it, but also to the lack of a legal basis for exercising its functions. Instead of focusing attention on political words and statements, it is necessary to work through laws. Power is built and functions on laws, not on words. [Shortened text?]
