THE SOCIALIST PARTY’S ALTERNATIVE: All Albanians to become owners Demagoguery or reality "I have a short but difficult question, one to which the opinion of every citizen and every political force matters: who will be the owner?" Stating the issue in this way sounds more like a condemnation than a question, because if we were to follow the thinking of yesterday’s owners, we would have to go back to 1945. As is clear, despite the overthrow of the systems, our country, unfortunately, has swallowed this property and is not in a position to restore it. And is yesterday’s owner satisfied today with those 2–3 dunams of land that have been returned? No. Unfortunately, after 50 years, nothing was left of yesterday’s property. Why do we speak of an alternative for the owner? The owner will be the whole people and, for that, we do not want to make only a declaration, but we have a conception, a program, which is realistic and can solve this problem. If, in the case of land, we divided it by making every rural family its owner, with enterprises the new owner is emerging in a completely different way. We think that these enterprises cannot be privatized only for a group of people, even if they are the ones who work there today. The wealth of these enterprises was created through the work of all the Albanian people and must go to the benefit of all citizens. All Albanians must become owners through shares. This is the essence of our alternative. Every Albanian citizen must have his or her share of social property. This is not demagoguery. This is a possible and fair way to make the people real participants in national wealth. If enterprises are given only to a limited number of people, then the majority of Albanians will remain outside ownership. This would create not only major social inequality, but also a new social conflict. Therefore, the fairest solution is for the privatization process to include all citizens. We are in favor of a privatization that does not destroy production, does not leave people without work, and does not concentrate wealth in a few hands. We are in favor of privatization with social justice. In this way, the people will not only be beneficiaries, but also responsible for the fate of the economy. Only thus can a broad property base be created in Albanian society. SHKODRA MIRKA

Responsibility and moderation in the discussion of a draft law In the discussions on the statute/property transformations, the issue is not to solve, with a stroke of the pen, problems accumulated over the years. On the contrary, a careful, measured approach is needed, with a high level of political and civic responsibility. We view democratization, privatization, the return of properties and compensation for former owners as part of a broader solution, which must take into account the real possibilities of the country’s economy and the interests of the majority of citizens. Ymer Shehu, on behalf of the parliamentary group of the Socialist Party, underlined that the draft requires detailed examination and a responsible public debate. He opposed hasty and declarative solutions. It is essential that the People’s Assembly not fall prey to political pressures or narrow interests.
