PARLIAMENT PASSES A LAW THAT SETS ALBANIANS AGAINST ALBANIANS

Homeland,
Land,
Freedom, democracy, ownership, sovereignty are notions just as clear, in that they encompass and enliven the world. When separated and analyzed, each of them gains independence, while in human life each has value and meaning only in unity with the others. 1945, the liberation of the land, of the homeland from foreign occupation, gave man freedom and the prospect of making the liberated land his property. In 1991, according to Law 7501, not only did it make possible the distribution of land per capita, but it also gave ownership a new meaning. Now whoever opposes it or harms it must be judged not only from the standpoint of ownership, but also from the standpoint of his freedom, democracy and sovereignty.
Expropriation and the centralized system denied private ownership, but they also deformed it and turned it into public and state property. On the other hand, this system also exploited what it presented as "collective property", in order to turn it through bureaucratic administration into "nobody's property". This, especially in the countryside, led to the shrinking and deformation of land. This entire process of centralization and collectivization, of the loss of private property, of the separation of man from property and of property from man, ultimately brought about not only the degradation of our agricultural economy, but also a change in the property psychology of our people. Thus, on the one hand arose the mania for stealing public property and, on the other, the general neglect of public property.
We are at the historical moment of the turning point and revaluation of private property. Naturally, society must correct the injustices of the past. But there are several ways to correct them. Thus, for example, the rights of landowners before the agrarian reform can be recognized, but without undermining the agrarian reform. The same applies to members of the families that gained land through the agrarian reform, which, in any case, freed them from the economic slavery of the past.
In the present case, in the case of the law we are discussing, the issue concerns agricultural lands that were distributed under Law 7501. All these lands together are in use by about 400,000 Albanian families. If we want stability for Albania, if we do not want this country to sink into chaos and social and political conflicts, if we do not want these 400,000 Albanian families to be thrown into permanent anxiety and not know what will happen to their land; if we want to create and cultivate in Albanians the sense of property and of being an owner; if we want to encourage investments, capital and private initiatives in agriculture, etc., etc., we must give them security. With this law being approved today, these families are not being given any security. On the contrary, today we are plunging them into permanent anxiety and placing them face to face with the risk of conflict and bloodshed.
Let us build democratic, European Albania on social peace and not on social and class conflicts. Such is the essence of our law, of our solution.

Without Albanians, the political system of the former Yugoslav Republic of Macedonia cannot be imagined
To avoid marginalizing the Socialist Party regarding the recognition of the socialist republic of Macedonia, the chairman of the PS Commission, Bashkim Zeneli, said:
Regardless of the traditional stance proclaimed on the right of nations and peoples to decide for themselves on their political status and on their economic, social and cultural development, the issue of recognizing the Republic of Macedonia, in the current circumstances, cannot be treated simply as a diplomatic-legal act, without considering and without dwelling on the political and concrete consequences it will have for all Albanians living in the former Republic of Macedonia. Under its de jure recognition, Albanians in this republic are de facto denied the right to self-determination, being cut off from their natural ethnic and cultural roots. In particular, in points 4 and 5, the issue of the status of the Albanians remains unresolved and in favor of the dominance of the Slavic-Macedonian element. This would create serious consequences not only for Albanians in Macedonia, but also for peace and stability in the region. Recognizing it without guaranteeing the rights of Albanians would set a dangerous precedent.
The chairman of the PS Commission, Bashkim Zeneli, stressed that Albanians in Macedonia are a state-forming factor and that without them the political system of this state cannot be imagined.

A socialist deputy of our group stated that our position today on this issue is the same as our decision and reasoning in the case of the others. This means that, being aware of the moral and political responsibility we have before public opinion, we cannot cast our vote for measures that violate the principle of the presumption of innocence and create a dangerous practice of political prejudice.
Bearing in mind that in order to make a fair assessment of the file and the evidence, sufficient time is needed, and that the Assembly is not always the most suitable body to judge matters that require professional legal treatment, we believe that institutional seriousness and the dignity of parliament must be preserved.
Under these circumstances, we cannot support this procedure.
