When the Democratic Government was formed, I came full of joy to the first democratic Prime Minister and you received me and told me: “The state is in such a bad financial condition that we do not even have money to send the President to America.” I said to you: “Take my 200,000 Marks and thus solve the President’s problem.” After that, on a ship, because in Durrës the Government has put out a notice for the sale of 5 ships.
I believe you cannot ignore Decision No. 377 dated 27.8.1992 of the Council of Ministers, signed by you, Mr. Meksi, in this ship-owning matter. After emphasizing “Payment shall be made immediately in foreign currency, according to the free exchange rate at the time of payment,” the decision under protocol no. 1716 was sent to the Ministry of Finance and Economy, the Enterprises and Political Persecuted [sic] Directorate, the National Privatization Agency, as well as the Ministry of Transport and Communications. According to all laws, the privatization and sale were carried out and I paid the money. 81 thousand US dollars.
However, after a month, when you returned from America where you went with the President of the yacht, strangely you issued a second revocation decision according to which the ship was not mine!!!
I came in astonishment to meet you and we tried throughout the whole time to act one way and another (there are independent indications). Nevertheless, you told me: another ship, Mr. Vrapi, let them throw it in your face from where they took it. With this act you deceived not only me but also the Association of Political Prisoners and Persecuted, because the association had no sponsor, whereas I had such a sponsor, whereas I had such a sponsor, whereas I had such a sponsor [?].
The Ministry. With the bought ship I wanted to settle former political prisoners and persecuted persons, free of charge; I wanted to settle the aid packages for the association, to help them build portable houses for the prisoners that belonged to our association and are still waiting in Italy. However, even if I had done no work at all for the association as a truly suffering person, you should have obeyed the laws because respect for acts issued by yourselves would be the mirror of your Democratic Government. I addressed the Constitutional Court, which overturned your second decision and left the first decision in force. But you, who speak of the rule of law, do not implement the decision of this court, which is irreversible by any other government or court; from one person of justice the level of justice of lawyers is professionally higher than that of the judicial bodies. Many may now know the fate of that man who made this statement in the middle of the People’s Assembly.

Explanation for readers
In conditions where the freedoms and rights of the citizen are practically restricted, the restrictions also extend to the free press. Any mention of a name or workplace will bind facts sideways and leave them without work. Therefore we are forced to write with humor and allegory. Here is my story.
Story
March. The ministry, with a loyal and firm minister, set out across the local districts and political convictions. The form contains several columns: serial number, name, position; the next column, equally long, specifies party affiliation and has three sub-sections, for the party one belonged to and the one the employee in the democratic state belongs to.
Again March. The district directorate sends the completed record to the ministry, believing that it has finished this task.
April. The phone rings and says: there is not a single PD member in your directorate, how is that possible? The director is bewildered and worried; well then, I am the office chief. On the other end of the line comes a murmur, impossible to tell whether it is approval or dissatisfaction.
Again April. On the phone: look, there are PS members in the directorates. No, says the director. Then check their convictions, see what they do, who do they sympathize with? How should I know? says the director. I hear them insulting the PS, but only God knows what they may have in their heads.
Ending
The state machine is barely getting moving. Despite the forms of political convictions, the verifications and biographical screening, the country is being put into a fast rhythm. In the opposite direction from the traditional, but never mind, the Party in power is working.

Yesterday afternoon, in the hall of the League of Writers, a commemorative meeting was organized on the occasion of the 70th anniversary of the birth of our distinguished writer Jakov Xoxa. Writers, artists, scholars, family members, friends and admirers of the writer, etc., took part.
The commemorative afternoon was opened by the poet Xhevahir Spahiu. Then writers, poets and scholars took the floor and evoked the many-sided value of Jakov Xoxa’s great work and brought memories from his life as a creator and as a person. Actors and singers from Tirana recited and performed passages from the author’s work.

Is the PD preparing for early parliamentary elections?
Many recent initiatives and actions by the leadership of the Democratic Party lead one to think that it has already begun its pre-election campaign for early parliamentary elections.
One should no longer be deceived by the opposing reactions and malicious labels it gives to the demands of other political parties and forces for the government to resign or for new elections. If these parties were to make it understood that the Democratic Party is preparing so loudly, without much importance being attached to the absence.
It is true that the leadership of the PD would like to continue governing peacefully without criticism from the opposition, without the legitimate demands of the trade unions, without protests from associations and without the growing dissatisfaction of the people. It is also true that it would suit the PD to prolong the life of this parliament as much as possible, with a PD-majority that is obedient, servile, impotent and submissive to the point of blindness.
But the vast majority of the Albanian electorate feels itself terribly disappointed by the failures of this party’s policy, feels deceived by the promises of its “reformist” program, and feels outraged by the bad, scandal-ridden governance of the corrupt and incompetent government team headed by Mr. Meksi; it feels its dignity and national dignity insulted by the marionette deputies who have reduced the Albanian parliament to something ridiculous and pitiful.
So the top leadership of the PD, faced with this reality, is rushing to get ahead of the dangers threatening its power. It is now forced to enter the electoral game, because it is not so blind as not to see and not to have understood that a number of factors have ripened the situation for new elections or are ripening it more quickly.
While on the one hand it continues to accuse the opposition of being “destructive, nihilist, revanchist, even anti-national,” on the other hand it is setting in motion all its mechanisms to secure a second March 22 “by fair means or foul.” Although we cannot say how far its new electoral tactic has gone, nevertheless signs are beginning to appear and to

The Deputy Chairman of the PS and deputy in the People’s Assembly, comrade Servet Pëllumbi, held a meeting with members and sympathizers of this party in the city of Tirana. The discussion focused on the concern over the stance of the PS parliamentary group regarding the draft law submitted by the Government on former properties.
This draft, the speaker emphasized, given the importance it has and the consequences it brings, the PS had assessed as a costly law. Therefore, it made every effort to avoid the approval of the version submitted by the PD Government. Yet they were determined to approve it, although it favors 1 percent of the urban population, without taking into account the interests of the remaining 31 percent of the urban population.
The PS recognizes the right of former owners and is in favor of the fair and lawful redistribution of injustices committed by the previous state. But its position is in harmony with a series of political, economic and social factors that have been created over these nearly 50 years, and as always, in solving this problem, the interests of the majority of the people are taken into account. It is in favor of a financial compromise, in value, made by the state, spread over time and with a certain ceiling [?]. So the criterion that was accepted for the draft law on compensation for former owners of agricultural land could also be used for the law on former properties in the city. One issue cannot be resolved with a law separate from the other law.
However, our objective points were not taken into account by the “democratic” majority.
Although the issue of former properties is very complex, we had proposed some time ago that it be resolved through a referendum. Our opponents say that there is no need for such a thing since the people gave us their vote by their decision. Yet the other parliaments of Europe were also elected by democratic votes, nevertheless for such problems they use such decision-making methods. Could it be that PD has more experience in resolving issues than governments that have still not provided a solution, and than many European states? Recall, for example, the referendum organized recently in Italy to resolve the important political issue of the electoral system for Parliament and Government, and in Russia to resolve the contradictions between Parliament and Yeltsin.
Switzerland is a typical example of resolving problems through referendums. Many of us remember that not more than two years ago there, a referendum was organized to resolve the problem of extending the working day to 9 or 8 hours. There were proposals for the second option, but in the end the first was decided on. Therefore, it would be good to act in the same way in our country, so that the whole people could express themselves. Who knows, this proposal too was not taken into account. The approval of the law, before the ink has even dried, shows the fact that things have been prejudged and decided long ago.
In these conditions, and also starting from the fact that we were not even given the floor to express our opinion and explain our opposing position, we decided not to take part in this session. We maintain the view that this law will bring numerous injustices and will be a new act against Albanians.
Those attending the meeting գնահատed the stance of the PS parliamentary group as correct and raised a series of questions related to this issue as well as others. Thus, for example, one question was: “What will happen to the property of assets”

As we have learned so far, 47 lawyers are without licenses, having had their right, as jurists, to practice private law as attorneys revoked. It is not only these people who have lost this right, but also others who have not yet had their turn, but who are facing the same fate.
