In such a situation of violence and all kinds of pressure, parliamentarians are completely insecure and unprotected. Let us hope and try so that from this situation emerges the elected personnel to receive what is deserved MONTAGES TO LIQUIDATE AND THE POLITICAL LIBRARY OF THE SOCIALIST PARTY FATOS NANO DECLARES: This one came, called in the anti-Albanian kitchen and the lobbies connected with it, and used as a tool Çela and the people used by this sort as live soldiers, cannot fall into the pit by themselves, but, unfortunately, Mr. Çela has not swallowed himself, Since the day he announced that he would have a “recourse” against the court decision acquitting him, Mr. Çela, publicly and through TV, has continued the half-disgusting campaign with slander and unfounded fabrications, of the “fratricide” type, with complete disregard for any official ethics. TV has placed it at the center of its activity, with refined wording and cuts, to raise and lower several times the fabricated scandal “the work of the revisionist group,” with the sole aim of tearing apart the idea of the possibility of the opposition’s return, casting black shadows over everything that may resemble it. This is nothing other than an ordinary, ugly montage, aimed at striking the Socialist Party and the political elimination of opponents. By trying to make all of us jointly responsible for a public deception, they want to create the impression that the recent past is only a story of conspiracies, crimes and backstage dealings. This is an attempt to impose, with noise and violence, a false version of events, fabricated in propaganda offices. In this game are involved not only well-known individuals from the state apparatus, but also structures that feed this climate with insinuations, selected files and “revelations” served as needed. In such an atmosphere of threat and insecurity, every opposition deputy feels unprotected. Not only because organized slander turns into an instrument of pressure, but also because institutions remain silent or become part of its mechanism. We cannot accept that a political process be replaced by television montages and media trials. We cannot allow the truth to be replaced by staged scenes. Let us hope that the country will find the strength to emerge from this grave situation and that those responsible for this degradation of public life will get what they deserve.

REFLECTION ON THE PRICE OF ELECTRICITY

S. ANTO, OF MEXIS'S GOVERNMENT[?] The non-payment of this tax and another one, perhaps as a bureaucratic motive but not an economic one, prompted the government to propose changing the price of electricity. In any case, the government has had enough time to find another, fairer solution and to put the revenue that would be generated by this change into the general budget. The new revenue from this change should have been expected to emerge definitively and be carried over into the budget year and should have been established in advance in the government’s plans, not turned into such an action halfway through the year. A general increase in electricity prices for all consumers should have been decided at the end of last year, when the budget came into force. The government has reached this conclusion perhaps not simply because of the pressure of necessity, but because of the conviction that this change would give the government the means it needs to cope with the financial and economic situation.

Was Mr. Çela really there,

Editorial voice If this situation, about which the newspapers have written so much, had indeed happened, Mr. Çela should have resigned and left the justice organs. Yet even today he remains at the center of a campaign that aims not only to give the political debate a criminal form, but also to keep alive a spirit of punishment and persecution. No one has the right to use justice as an instrument for political struggle. If there is evidence, it must be presented in proper legal form; if there is none, then the slander must end. Instead of public clarification, we have a deliberate clouding of the facts and a propagandistic use of the institutions. This situation not only damages citizens' trust, but pushes all political life toward uncontrolled conflict. (Continued on page 2)

After a week of blockade, parliament met in session and held a series of heated debates concerning questions of justice, political responsibility and the tense climate. Opposition representatives denounced pressure, while the majority demanded that the procedures continue. (Continued on page 2)

8 May - National Conference of the Euro-Socialist Student Youth

At 10:00 in the morning, in the halls of the Palace of Congresses, the National Conference of Euro-Socialist Student Youth will take place. The invited guests are: The Socialist Party of Albania, the Circle of Young Intellectuals, the Rectorate of the University of Tirana and several regional associations. Foreign students studying in Albania will also take part. The conference will be opened by the Secretary General of the PPSH, Preç Zogaj. The media, representatives of diplomatic missions in Tirana, deputies of the People's Assembly and other interested persons are invited.
