THE NEXT ISSUES WILL BE DEDICATED TO FACTS DOCUMENTS; COMMENTS ON THE ABOVE PROBLEMS Our aim was to make public and place before the Albanian public a file that perhaps speaks for itself. We were convinced that we were playing an informative role for everyone, but this appeal of ours for understanding and cooperation with public opinion, with people in politics and in the state, has brought no reaction at all, neither from one side nor the other, not even from the usual indignants. There has not been even the slightest civic response from the central and local institutions. On the contrary, strange actions have been undertaken: hurrying to deny things without producing any facts, to make noise and to shut mouths. We merely presented some facts and names. We asked for answers. We are still waiting. 18. Is it true that over several days, in the premises of the PD, meetings were held concerning Ajdin Sedija’s activities and with representatives of his companies? 19. Was Mr. Kadiqi connected with representatives of the bank [?] and with foreign companies? 20. Did Mr. Kadiqi have any role in the procedures for the transfer of suspicious capital? 21. What connection did Aleksandër Meksi have with the company [?] and with its representatives? 22. What were his relations with Mr. Ajdin Sedija? 23. Was anyone in the government involved in favoring his activity? 24. Did the state authorities know the origin of the funds? 25. Why are the institutions that should investigate keeping silent? 26. Who has specifically benefited from these relations? 27. Where did the funds come from and by what route were they brought into Albania? 28. Was this money used for political financing or for various favors? 29. Was there any connection with the 1992 electoral campaign? 30. Why is no public explanation and no full clarification given? SHOULD IT REMAIN WITH THE GOVERNMENT? - The PD’s “successes” “economic crisis” in power! - As state institutions falter, business has also taken a new blow. Revenues are falling, prices are rising, and people are losing faith that this government can solve their problems. Instead of promises of prosperity, we are seeing job losses, emigration, and economic ruin. We cannot remain indifferent. A change in economic and political course is needed so that the country can emerge from this grave situation. Otherwise, responsibility will fall on those who today hold power.

The authors of the scenarios that lead to the compromise of Albanians will answer before justice The democratic process in Albania has advanced slowly and with difficulty not only because of the heavy legacy of the past, but also because of the actions and inactions of various political forces. In a long interview, Mr. Sabri Godo, chairman of the Republican Party, speaks about the situation that has been created, about the way conflicts have been prepared, and about the need for those responsible to be brought before justice. He stresses that scenarios have been devised that seriously damage the country’s image and compromise Albanians in the eyes of the world. According to him, there have been attempts at destabilization, incitement of tensions, and the use of institutions in the service of political struggle. He underlines that the law must prevail and that no one should be above it. Only in this way can a serious and credible state be built. (Continues on page 3)

THE IMMUNITY OF THE MUNICIPALITY CHAIRMAN IS VIOLATED With sadness and indignation I read in Friday’s issue of the newspaper “Zëri i Popullit” the article “The commune’s abusers.” I would not want to polemicize with journalists, but I am obliged to clarify a few facts. I am the chairman of the municipality and no one has the right to accuse me without proof. What is happening is an attempt to compromise me politically and to create an atmosphere of distrust toward local institutions. The claims raised are untrue and tendentious. Every action undertaken by the municipality administration has been carried out in accordance with the law and in the interests of the residents. (According to a conversation among employees of the DIDRA cooperative, in Shkodër) Keço, Dyrna, Sabri and, last summer, thanks to their service, in the center of Tirana they bought? from the “Dyrna” family earning hundreds and millions! lekë. Their other “lawful” incomes had apparently been small, but the astonishing thing was that their actions, even though they had been carried out in the center of the capital and in violation of the law, did not bother anyone. In 1990, in November or December, the brave workers [?] asked what had happened to the premises and why no one was giving explanations. No answer came. Later, some of them began speaking in a low voice about a “deed” and about a photograph that was needed in order to find the premises. In the absence of transparency, suspicions increased. Who took the premises? By what right? Who legalized it? Why did the authorities remain silent? DIDRA “under request”
