Instead of yesterday’s legislative session, Mr. [Arbnori?] showed in Parliament his inability to lead parliamentary debates.
Instead of the session held in the Assembly, Mr. [Arbnori?]’s inability to lead parliamentary work became completely clear. This was seen right from the beginning of the meeting, when he was unable to maintain order and respect the rules of procedure.
In yesterday’s discussions, the chair intervened selectively, giving the floor to the same deputies and interrupting the opposition. Various deputies protested against this abnormal working climate.
Likewise, in several cases it was seen how procedures were bypassed in order to help the PD colleagues, creating the impression of a partisan rather than institutional leadership. This brought tension and heated debates in the chamber.
From the way the session was closed, the conviction emerged that parliament needs leaders who guarantee equality, seriousness and respect for the rules of procedure.

The Millionaire of This Century and Mr. President?!
Former cooperative assets have become clubs, the owners are millionaires, and the villagers still have not received their money
The monarchic power is still extorting hundreds and hundreds of millions from the former cooperative members of Tirana, Tirana-Vora and Farka. The former cooperative members’ blockaders in the center of the former cooperative “Misto Mame” and of “Yzberisht” have now become “owners” (with documents), doing quiet business. Thousands of families still have not received a single penny from their property.
The calls from the PD, the ministers and the president himself for the privatization of the former cooperative buildings have been used as a cover for plunder. In many cases the buildings have been turned into premises, clubs, workshops, warehouses and private shops, while the former cooperative members still await the division of the common wealth.
In the former cooperative of Yzberisht, controversial decisions have been used, in the name of privatization, to transfer into private hands buildings that were once erected through the labor of hundreds of families. Villagers complain that no one asked them, that the minutes were never read to them, and that the winners had been predetermined.
From the former cooperative of Farka it is stated that part of the buildings were taken by individuals linked to local leaders, without any real assessment of the investments and the long-standing contribution of the members. In many cases there are not even accurate lists of the shares due.
If this is called privatization, then the villager is losing twice: once when his sweat was taken in the name of the cooperative, and a second time when the property created with that same sweat is being divided without him.

Law on the privatization of healthcare
The healthcare bill is being debated in parliament. Deputy Ylli Dylgjeri presented the draft law. The chairman of the parliamentary committee, Thanas Nano, emphasized that the law must protect the public interest and must not allow basic services to pass into private hands without guarantees.
During the discussions it was requested that privatization not affect emergency services, maternity wards and vaccines. There was also talk about fees, doctors’ salaries and the role of the state in the minimal financing of hospitals.

It was emphasized that young people should be included in democratic processes, in the defense of national culture and in the promotion of education.

The Socialist Party and its allies call on the government to respect the rules of the democratic game and not to use public institutions for political pressure. In their statement, the opposition says that the country needs free elections, independent media and a depoliticized administration.
The response emphasizes that the main responsibility lies with the highest state leaders.

Albania: democracy held in transition
The debate hall of the Tirana parliament once again turned yesterday into a tense arena. According to a foreign observer, Albanian institutions are suffering from a lack of political stability and from an administration that is still weak.
He pointed out that the economic reforms are being implemented at uneven speeds and that the poor strata are bearing the heaviest burden of the transition. In the industrial and agricultural sectors production remains low, while unemployment is high.
The analysis made of Albania says that pluralism exists formally, but that the culture of compromise and the rule of law is still fragile.
