WILL THE CONSTITUTION BE ADOPTED IN THIS SESSION?

- A draft constitution is coming to parliament from a technical group with no involvement whatsoever from the special committee of the assembly. - Deputies’ demand to have it voted on by referendum. - Parliament’s collusion, or a maneuver to corner it? Tirana today opens the new session of the People’s Assembly with the task of approving draft laws of an economic and social nature. Meanwhile, the biggest uproar is directed at the constitutional issue. A draft constitution drawn up not by the special committee of the Assembly, but by a technical group headed by Pëllumb Xhufi, is going to parliament. This move has sparked a wave of discussion and doubts about the seriousness of the constitutional process. Various deputies from both the opposition and the majority have expressed the view that the Constitution cannot be adopted hastily and without broad public consultation. Some deputies are demanding that the draft be put to a popular referendum. Others believe that parliament should itself take responsibility for the vote. This uncertain climate has raised questions about whether the Constitution will be approved in this session or whether everything will once again be postponed.
