Yesterday afternoon, in a tense atmosphere, the Albanian Parliament began its work after nearly a month of mixed recess, as Mr. A. Arbnori called it. He first delivered a rather pompous introductory speech and then presented the parliamentary work program for the period 20 January — 15 March, in which, to everyone's surprise, the draft constitution was again missing.
Later Mr. [...] Alizoti, the chairman of the parliamentary group of the PD, Ali Spahia, who accused the Shkodër incident of being caused by the "left-wing extremism" that is trying to destabilize the country and democracy, as he put it. Deputy Perikli Teta, who later took the floor, expressed the positions of the Democratic Alliance regarding the Shkodër incident and asked Parliament to set up a special parliamentary group to follow this issue. He also asked the Chairman of the Presidium of the Assembly, Mr. Arbnori, to have the deputies observe a minute of silence in honor of the memory of Gjovalin Çekini. Mr. Arbnori immediately did so, and deputies of all parties honored the young man who had been killed in this way with a minute of silence. Later Mr. Arbnori called Gjovalin Çekini a "victim." This sparked discussion among the deputies over the fact that Parliament cannot mourn every kind of victim, as deputies Zhuli Jalili and Musaraj stated. This showed that the PD deputies were not all of one mind.
Deputy Paskal Milo read a statement on behalf of the PSD deputies in which the murder of the man from Shkodër was described as a consequence of political intolerance among the parties. The murder in Shkodër was also condemned in a statement by PND deputy Thoma Mico. In this session, Dr. Servet Pëllumbi, deputy chairman of the Socialist Party and one of its deputies, also took the floor.
The PD blocks the law on human rights and fundamental freedoms
INTERNATIONAL ORGANIZATIONS ARE NOTIFIED
In a session with unofficial action by the City Council of Tirana regarding violations of the people's rights to fundamental human rights [?]. The following were notified as sent to: the CSCE, the European Parliament, the Council of Europe, the International Federation for Human Rights based in Vienna, the Committee for Human Rights and Laws in the Council of Europe, the Committee for Relations with non-member states of the Council of Europe. Meanwhile, in addition to this, it is also being pursued in other directions.
It is worth emphasizing that these notices include the full response of the Minister of Public Order A. Musaraj, through which the domestic public opinion was informed by publication in the newspapers "Zëri i Popullit" and "RD" on 18 January 1994.
Let's block the path of organized crime
At the Oncology Hospital the department's organizing computer is stolen and crime is given a free path.
A few days ago, at the Oncology Hospital of the Tirana hospital center, an ugly and painful incident occurred — the computer was stolen together with its program and accessories. This was, so to speak, a real treasure and a powerful weapon in the hands of medical staff in their fight against tumor and cancerous diseases, as it was one of the most sophisticated devices of modern medicine [?].
Its value is over 50 thousand dollars. But its value is incalculable. Naturally, those who laid hands on it were guided simply by their material gain, without thinking that every minute of prolonging life for 20-30 years [?] costs the lives of unfortunate people. We should not have this ourselves, or our close and beloved people. But above all, they will pay for the shortage of this, and beyond doubt this unique thing in our country concerns people whose lives are brought to mind with making. And in order to achieve and enjoy it for as long as possible. It is for this reason that we call on the order and justice organs and on all public opinion to be sensitized as quickly as possible.

Press conference of representatives of "Y.Y" International Investment Limited
The other afternoon the Israeli company "Y - Y International Investment Limited" held a cocktail press conference for the public media in the premises of Hotel Dajti.
The spokesperson of this company, Mr. David Mau [?], in his remarks and in answering journalists' questions, gave an overview of the project in question, which was expected to reach a value of 40 to 50 million dollars and could be completed within 1 year [?], involving 200 residential apartments.
The company in question has experience of activity in several countries around the world where it is [...] in America, England, South Africa, and is the first Israeli company presenting itself to invest in Albania.
We have been in Albania for 18 months and during this time we have made around 20 visits here, where we have spoken as with a football, but in fact with the decision to invest, and therefore we ask that the state respond not only to needs, but to the proper responsibilities of businesses, — concluded Mr. David Mau on behalf of this company.

THE SPEECH OF DEPUTY SERVET PELLUMBI
Regarding the political crime of 14 January, the Socialist Party has issued a special statement that was published in the newspaper "Zëri i Popullit", but which, unfortunately, our information media cynically keep silent about. I will not repeat the statement here; I only wanted to draw attention to two points arising from the declaration of the chairman of the parliamentary group of the PD. In this statement, a general spirit of justification stands out, a spirit of exoneration and, for others, making those who are not guilty the guilty ones.
I think it was in the Parliament's honor to insist that the order forces and the Government respond and clarify responsibility for the murder of Gjovalin Çekini. It is also important today to condemn those concepts, those intolerant practices that have not been manifested only in the case of 14 January, but have been repeated several times on 18 June, also in Shkodër, with deputies. The Socialist Parties, in Kuçovë, in Dibër, in Vlorë, in Korçë, in Berat. These are the same concepts and the same practices inspired by the PD's intolerance.
Likewise, the order forces in most cases remain silent or do not act. Around the incident the police in Shkodër carried out a series of actions on the gun trail, raising alibis and attributing a motive to it. So they were even instructed by the murderer on how to behave and act.
All this speaks precisely to the involvement of the relevant organs in this crime. These politicize and intensify the situation. Therefore it is entirely appropriate that at this moment we propose to the deputies of the Democratic Alliance to set up a parliamentary commission, whose sole purpose is to clarify all the events that led to the new political situation in the country. Otherwise, democracy in Albania is endangered.
THE RESIGNATION OF THE MINISTER OF PUBLIC ORDER IS DEMANDED
The Steering Committee of the Socialist Party of the Capital, at its meeting of 19 January 1994, expresses its deep indignation at the response sent by the Minister of Public Order A. Musaraj. This response was considered insincere by a minister of the PD government, intended to obstruct by every means the verification of the events and the exposure of those responsible for politically motivated murders. The declaration of the Presidium of the Socialist Party is, on this occasion:
The many members and supporters of the Capital are not frightened by these threats, which show weakness rather than strength; they will not engage in pressure and provocations, but will use all means of the democratic path to uproot this terror, the fundamental rights of man, the universal right to speak peacefully and freely. In their name, the unanimous demand for the resignation of the Minister of Public Order Arjan Musaraj was expressed as the main authority who has blocked this law. This demand will also be raised before others at the next meeting to be organized by the Socialist Party of the Capital.

Commemorative activity
On the occasion of the 130th anniversary of the birth and the 70th anniversary of the death of the People's Hero Isa Boletini, the Patriotic Society for the Fallen, Albanian Nation, on 19.1.1994 organized a commemorative gathering at the Army Cultural Center. Participated were members and activists of the Society, families of martyrs, relatives of the hero in question, war veterans, active and young military personnel, intellectuals, etc.
At this event the following presentations were delivered: "Isa Boletini, leader of the great anti-Ottoman uprisings", by researcher Ham Katana, chairman of the Society's Tirana branch Fatmira Musai, and Dr. of Historical Sciences delivered a presentation entitled "Isa Boletini's activity for national independence after the Declaration of Independence." Pazar Iqbalet [?] i of brother Lazer Plloj the lines of the folk song for Isa Boletini. At the end, the народен artist Reshat Arbana spoke about the role of the hero in the feature film "November the Second".

Citizen Gjergji Sulejmani seriously injured by firearm
The night before last, around 7 p.m., in the new neighborhood [?], Gj. Sulejmani, a 55-year-old resident of PS, was seriously injured by firearm. Two armed men came and knocked on his door, which is located behind neighborhood no. 4 of this city. After Gjergji's wife [?] opened the door, the two armed men told her [?] to have Gjergji come out because they had some business with him. As soon as Gjergji Sulejmani appeared at the door, one of the armed men immediately fired a gunshot, seriously injuring him in the abdomen. He was then left lying in the house in a pool of blood. Meanwhile the persons who committed the crime fled quickly, while family members and neighbors, alarmed by the noise of the shooting, rushed him to the city hospital.
From there he was urgently transferred to Tirana. The suspects are [unknown]; his condition is serious and severe.
The police station of the city confirmed that the order forces are searching for the perpetrators of the crime. The reasons for this event are still unclear.

This statement has been made for days by the workers of the TV departments, and it means that the general director wants the structure and the licenses.
In the second phase of economic reform in RTV, it is expected that 15 percent of the employees will be laid off, also as a result of the downturn crisis. The 19-year-old young woman from Kavaja, Anila Hasa, lost her life
Two days ago, during the trip to the area of Kavaja, 19-year-old Anila Hasa, with plate number 84 KJ 714, who was being driven by driver Mustafa Metoshi, went off the road and ended up in a canal. By now the passenger has died as a result of the injuries, while the driver suffered serious injuries.
The 19-year-old citizen Anila Hasa lost her life. She drowned in a water pit in the middle of the field [?] of large areas as a result of the rains of the last few days. Until yesterday at 2 p.m. the victim had still not been found. Driver Mustafa Metoshi had been detained by the order authorities on suspicion that he had fled the scene, while the search for the victim's body continues.

Crime – a serious violation of the rule of law
DECLARATION
off the leadership of the Steering Committee of the Socialist Party of the District of Mirditë
The Presidium of the Steering Committee of the Socialist Party of the district of Mirditë, at its extraordinary meeting of 14.1.1994, after analyzing the situation of public order and peace, especially after analyzing the circumstances in which Criminal Police Officer Ndue Kaza was killed, assesses:
1. Public order and peace have changed and have come to [..], taking on proportions of propaganda of troubling problems for public opinion.
2. Within a short period of time, a series of events with serious and shocking consequences have occurred. Some of them [?] affect public peace. The most blatant case is the failure to catch the author of the murder of Officer Ndue Kaza. The most important concerns are:
3. The order protection organs, besides the lack of ability to pursue crime detection, are not giving the authors of the events.
4. The murder of Order Officer Ndue Kaza weighs in a situation such as their bloody lying with an honor clan [?], and action in the neighborhood; and although in certain cases criminal action could have been taken.
5. All these constitute evidence of the criminal side and the loss of people's trust in the strength and authority of the state.
At the same time, inaction by the specialized organs for preventing crimes and arresting the authors of murders has led to the creation of an open and deliberate terrain for self-justice, thus opening the way to revenge and fratricide among people.
For all the above, the Presidium of the Steering Committee of the Socialist Party of the district of Mirditë declares that:
In the events that have taken place in the district of Mirditë, the Public Order Branch must ensure prevention and in some cases is unable to act with efficiency and competence in finding and arresting the perpetrators of the crime. The most blatant case is the failure to catch the author of the murder of Officer Ndue Kaza. The most important reasons are:
— the recruitment and personnel in the organs have been kept continuously mainly partisan, nepotistic and regional, leaving much room for incompetence and lack of professionalism. The identification of responsibilities and the taking of necessary measures to stabilize order and catch the true perpetrators of murders, besides being a legal obligation, also constitutes a moral duty toward the family of Ndue Kaza, the families of other victims and the entire opinion of Mirditë.
