Since April 1991, with all the enthusiasm of turning toward democracy and the establishment of political pluralism, Albanians have regarded the new constitution as an undisputed necessity, the foundation on which future Albania would be built. The demand for constitutional changes began with the vote of 31 March of that same year, but the full regulation of relations between the branches of power and the institutions was based especially on the need for a new constitution that would replace the temporary acts.
If we were to abandon the hypocrisy of the transition years, we would have to admit that the failure to adopt a comprehensive constitution is linked to the lack of political consensus and to the attempt to turn it into an instrument of party imposition. This debate is not merely legal; it is profoundly political, because it touches the very essence of the state, the balance of powers, and the relationship between the citizen and the law.
In this sense, the opposition’s attacks on the commission drafting the State Constitution cannot be read only as the usual polemic. They also represent a broader distrust of the way the transition is being managed. When one side seeks to exclude the other from constitutional decision-making, the document that should unite the nation risks becoming a political cage, not a social contract.
Albania does not have the luxury of delaying this process indefinitely. Without an acceptable constitution, the state remains vulnerable to arbitrariness, institutions fade, and European integration remains rhetoric. Therefore, the question of whether Albania is in crisis is not related only to the government or the opposition; it is related to our ability to create a constitutional order that withstands time and temporary majorities.

If we consider that the Socialist Party’s relations with Albanian political opinion have these coordinates, then at the congress the representatives of the Socialist Party also asked the basic organizations to improve the internal life of the party, to increase its influence and consolidate its structures. In this framework, developments in the Tirana branches have taken on special importance.
In the Tirana districts a greater activation of the leading forums, councils and working groups has been observed. Measures have been taken to prepare the new party elections during the months of May-June 1994 and to bring the membership closer to its public positions.
The experience of the capital’s branch is seen as proof of the Socialist Party’s ability to renew its own organization. If this process is accompanied by real debate and broad participation, it could serve as a model for other branches as well.

TIRANA (ATSH) The 50th anniversary of the Allied landing in Normandy has entered the final phase of preparations. The commemorative ceremonies are expected to bring together top leaders from many countries and become one of the biggest international events of the year.
In this framework, numerous organizational and security measures have been taken. Representatives of the participating countries have maintained continuous contact with the French authorities regarding the ceremony programme, reception areas and the participation of veterans.
The 50th anniversary of Normandy is also expected to have a strong political and symbolic resonance, as a reminder of the sacrifice against Nazism and as a reaffirmation of the Western alliance.

Oppositional activities established in the name of pluralism, but in practice often producing fragmentation and confusion on the political scene, are now facing the need for reorganization. In this context, talk has focused on reconstructing the leading structures of PAI, with the aim of increasing its political effectiveness.
At the center of the discussions is the need to clarify responsibilities, discipline the functioning of the forums and establish a clearer relationship between the base and the central leadership. According to the assessments made, the changes will also aim to improve public presentation and organizational capacity.
Political sources say that the restructuring is intended as part of a broader effort to overcome internal difficulties and regain ground among the electorate.

Unfortunately, once again the implementation of electoral policy is pushing administration toward spectacle. This impression has been reinforced in Has, where there has been talk of propaganda initiatives that aim more at public effect than at solving concrete problems.
Residents of the area have expressed reservations about the way some official actions are presented as extraordinary successes. According to them, the daily needs of the community require real investment, not a momentary “show”.
If 1994 is to be remembered in Has for anything, it will depend not on symbolic headlines but on the improvement of the residents’ lives and the solution of accumulated shortcomings.
