FATOS NANO WILL DENOUNCE AGAIN

ON 23 MAY AT THE COURT OF APPEAL FATOS NANO WILL DENOUNCE AGAIN – We call on the authorities to be transparent and let the people judge for themselves – Two of the people mentioned in the public denunciation made by Fatos Nano’s lawyer, Spartak Ngjela, gave press statements yesterday regarding the accusations made against them. The first was the prosecutor in the case, Arben Rakipi. He described the denunciation by Nano’s lawyer as “very broad and very general.” Fatos Nano’s own lawyer stated yesterday that, “on the basis of the facts and evidence we presented in the previous hearing and which were not taken into account by the court, we have decided to once again ask the Court of Appeal for answers about everything that happened in this process. We also inform the public that on 23 May 1994 the case will continue at the Court of Appeal, where we will present all the facts of the legal and procedural violations committed throughout the entire time the Fatos Nano trial has been underway.” Regarding the corruption accusations made by Fatos Nano’s lawyer against two prosecutors, one of them, Ismet Hoxha, also responded yesterday, calling them slander. Likewise, in response to the accusations made by the lawyer concerning the judge in the case, the chairman of the Tirana Court, Përparim Kalo, issued a harsh protest. Describing Ngjela’s statement as unacceptable, he accused him of seriously damaging the dignity of the judge. Meanwhile, the case involving the lawyer is also expected to be addressed by the High Council of Justice. (To be continued on page 5)

AMONG MUNICIPAL ANALYSES ... with so much brevity and so much noise of incrimination. Such nonsense is unacceptable. It is shameless. It is tendentious. It resembles more a political report than the analysis of a control body. The prosecution’s responses are very serious toward these positions. People expect transparency, not empty accusations. Mr. Shaqir, if municipalities and communes are mentioned in general terms too, responsibility cannot be replaced by rhetoric. [...]

Deputies against the constitutional law

Kenia i jurisiti Deputies against the constitutional law All Spahia to the metek to reform Albanian justice By PELLUMB ABDIU, deputy At last we are hearing public debates and reading constitutional draft reforms in the field of justice. Before getting into the issue, let me make one clarification: the proposals being made today for constitutional changes cannot be called mature and final. They are more of an exploratory test. In this sense, the reaction to the draft announced by some deputies should not be seen as a daily political reaction, but as a necessary debate for the rule of law. Drafts do not automatically solve the justice crisis; they can help only if they arise from serious institutional reasoning. (To be continued on page 5)
