He is reminded of 2 April, 18 June and 14 January of Gërdec. - FOR ARBNORI “DEFENDS THE HONOUR” OF THE PD TO CLOSE THE SESSION. - DEMOCRACY WAS BEING THREATENED BY THE USURPERS Statement of the Parliamentary Group of the Socialist Party The day of 29 May, which marked the culmination of the uninterrupted efforts of propaganda and the logic of violence against the political opposition and democracy, made very clear, also in the hall of the Assembly of the Republic, the true face of anti-democratic obscurantism and the furious power of those who at any cost seek to keep every independent political voice, every different opinion, and even the legitimate right of the opposition to denounce political acts of terror and their perpetrators under a regime of intimidation. In Libofshë, following the destruction of 15 hectares of tomatoes with the commune leadership’s tools and the active involvement of the commune chairman in the attempt to politically manipulate this criminal act, on 26 May 1994 there was also the rape of two young girls by relatives of the Democratic Party deputy in this area. One of the offenders committed this rape against a minor girl near her aunt, the wife of the deputy’s driver. On 27 May 1994 a group from the Democratic Party and the police section organized, under the mask of a media show, in front of the police’s eyes and with the participation of police section leaders and other local officials, a triumphal spectacle, taking the criminals from the police station and parading them through the village and town, presenting them as heroes, while representatives of the opposition and citizens who demanded an investigation and punishment of the guilty were threatened and beaten. This scandalous situation, which demonstrates the merging of the executive power with the party structures of the Democratic Party in the service of protecting political crime, made it necessary for the Parliamentary Group of the Socialist Party to demand a clear institutional stance from the President of the Republic, the prime minister and the Speaker of Parliament. What do the Socialist deputies demand? At yesterday’s parliamentary session the Socialists demanded legal punishment of the criminal act in Libofshë, condemnation of the climate of political terror against the opposition, and public disclosure of political and state responsibilities. In Libofshë, following the destruction of 15 hectares of tomatoes with the commune leadership’s tools and the active involvement of the commune chairman in the attempt to politically manipulate this criminal act, the rape of two young girls was added. Under the guise of a media farce, the Democratic Party chairman in the district staged the demonstrative release of the two perpetrators from the police station, before the eyes of hundreds of citizens, presenting them as innocent people and exerting pressure on the investigative bodies. The Parliamentary Group of the Socialist Party demanded that: the President of the Republic, the prime minister and the Speaker of Parliament publicly speak out and condemn this barbaric act; immediate administrative and criminal measures be taken against the perpetrators of the rape and the organizers of their political protection; the use of the police and the state administration for political pressure against the opposition be stopped. Instead of allowing parliamentary discussion of these events, the Speaker of Parliament interrupted the session and did not allow the Socialist deputies to fully present their demands. In this way, the Democratic Party parliamentary majority once again demonstrated that it does not accept democratic oversight and public transparency. (Continued on page 2)

VISIBLE HARDNESS OF THE SOCIALIST ELECTORATE

The Socialist Party candidate in Zall-Herr receives one vote more than on 26 July - The illegal representation of PD “bloc” candidates, as appeared in some polling stations, is preventing real voters from choosing freely. - The PD presents as its success the victory with the help of the administration. - Zall-Herri gives the PD a larger number of votes than on 26 July last year. The 29 May 1994 elections in the commune of Zall-Herr, in addition to the many irregularities and abuses denounced during voting day, marked a significant fact: the Socialist Party candidate received more votes than the candidate of this party in the elections of 26 July 1992 in the same place. According to the data presented in this table, the Socialist Party candidate, Alush Korriku, received 192 votes, compared with the 191 votes obtained by the PS candidate in the elections of 26 July. Meanwhile, the PD candidate increased his votes, which Socialists link to administrative pressure and numerous procedural violations. The Socialist Party emphasizes that the result shows not weakness but the resilience of its electorate, despite the climate of pressure and propaganda. What happened with the Socialist deputies in Libofshë Interview with Musa Ulqini, deputy, Nebihyver I Parliamentary Group of the PS Primemerle of the PS 1. Preventing opposition deputies from reaching Libofshë, at a time when the organized gangs were acting freely, is another proof of the double standard being applied against the opposition. 2. Deputy Musa Ulqini declared that the delegation of Socialist deputies was blocked by political order and that the aim was to prevent them from seeing up close the serious situation in the area. 3. According to PS representatives, the events in Libofshë are not an isolated incident, but part of a broader climate of pressure, fear and violence against the opposition. 4. On 28.5.1994, the Presidency of the Socialist Party issued a declaration on the serious events that took place in Vlorë and in other districts, denouncing the involvement of the administration and the police in arbitrary actions and political pressure. 2. According to the declaration, in many areas there are attempts to distort the will of citizens through manipulation of the electoral process, threats and organized provocations. 3. The Socialist Party calls on state institutions to distance themselves from practices of political violence and to guarantee the enforcement of the law equally for all. 4. Eduart Selami deceives public opinion

Interview with the General Secretary of the Socialist Party GRAMOZ RUÇI, given to our editor Question: Mr. Ruçi, in a series of interviews and statements in recent times, leaders of the Democratic Party have accused the opposition of stirring up tensions and fabricating incidents for political gain. What is your response? Gramoz Ruçi: It is unbelievable how those who have set up an entire system of political pressure, administrative violence and media blackmail are now trying to present themselves as victims. The public is being served a false version of reality. Instead of condemning the violence used against citizens and the opposition, leaders of the PD, with Mr. Selami at the head, are trying to justify the unjustifiable. Question: Are you referring to the events in Libofshë and the debate in parliament? Gramoz Ruçi: Exactly. In Libofshë we are dealing with serious criminal acts and a scandalous involvement of state structures in protecting the perpetrators. And in parliament, instead of opening a free debate and hearing the legitimate demands of the Socialist deputies, the closure of the session was preferred. This shows fear of the truth. Question: How do you assess Mr. Selami’s role? Gramoz Ruçi: Mr. Selami is deceiving public opinion. He is trying to hide the responsibilities of his party and transfer the blame to the opposition. Yet the facts are stubborn. It is the citizens who have seen the events with their own eyes, it is the affected families who are seeking justice, and it is the Socialist deputies who are demanding institutional transparency. Question: What is expected next? Gramoz Ruçi: We will continue to denounce every act of violence, every manipulation and every attempt to silence the opposition.
