TODAY - THE ELECTIONS IN ZALL-HERR

The enormous state machine ‘zhazi’ did not stop in the election communes, using high official pressure and panic, promises of favors and speculative aid, illegal food rounds, smear campaigns against soldiers, tons of paper and TVP’s celluloid propaganda, and sowing organized electoral terror. All this shows that votes to preserve the five-year rule are not enough, but that early elections are needed. This points even more clearly to the urgency of a new political solution. The chairman of the municipality of Madheoshe[?], Mr. Ifti Zenel, has convened elections with the whole council, and the latter has decided by majority vote to remain in the post of chairman. The same thing has happened in Vorë. Do you think that Mr. Madheoshe[?] is escaping the overall judgment of the communes? From this perspective, the President has violated the constitution by announcing partial elections for local units without the elected bodies chosen by the people having first been consulted. The Constitution clearly states that the dismissal of the municipal chairman can only be carried out by KESH[?], whereas here we have a presidential decision that bypasses the legitimate bodies. Do you think the announcement of these elections is connected to the heavy defeat suffered by PD in the latest vote? I think so. The partial elections are being used to create an artificial climate of victory and to avoid political responsibility for the recent losses. The government is trying to regain ground with administrative and propaganda means.

The trial against former high-ranking officials continues

Yesterday in the Tirana court: About 10 of the defendants appeared yesterday before the Tirana court one by one. Their lawyer, Ylli P[?], said that his clients could not take part because of their health condition. In the hall were also the families of the defendants as well as a large number of journalists. The hearing focused on the procedures for the administration of evidence and the defense’s requests for postponement. The prosecution insisted that the proceedings continue according to the scheduled calendar.

On 27 May 1994, 5 communes with 43 local councillors, having made a decisive decision in June, sent a memorandum to the Presidency of the Socialist Party and the Control Commission. TODAY’S OBSERVATION — The coffee price crisis — government prices — for bringing it to market Because of rising prices on the world market and the devaluation of the domestic currency, importers expect another increase in the price of coffee on the local market. Traders say that transport costs and new taxes are putting further pressure on the price for consumers.
