ALBANIA, A STATE WITHOUT A CONSTITUTION!... AND OUTSIDE THE DOORS OF EUROPE!

These are, without any statement, commented? as several of the leaders of the opposition parties write this in a joint memorandum addressed simultaneously to the President of the Republic, Parliament and the Prime Minister, representatives of the European Community, ambassadors of foreign countries in Tirana, representatives of the Albanian and foreign media.
In the memorandum, among other things, it says:
"Dear Sirs,
We wish to inform you that we are very concerned about the state of democracy in Albania, about the uncertain future of our people and about social peace. We have reached this conclusion because of the unlawful and arbitrary actions of state institutions, which are driving the country toward a political crisis with no return.
Today, Albania is the only former communist country in Europe without a Constitution approved by popular referendum. The delay in adopting the Constitution has created fertile ground for the concentration of power in the hands of a small group of people and for the weakening of democratic control over governance.
Furthermore, our country is being kept outside the doors of Europe precisely because of the lack of democratic standards, respect for human rights and the absence of full constitutional legitimacy.
We consider it essential that urgent measures be taken to put an end to this situation and to open the way to a democratic and constitutional process acceptable to all political forces and to Albanian citizens."
