draft to parliament. For this he received the approval of the Islamists and Co
- Albanian prime minister: "the mistake comes from the dispute that the PS is making over
the constitution, which did not even make any parliament!"
In this normal perspective, one must also understand Mëkësi's response that, "even in the event of agreement on the constitutional draft, it will be submitted to parliament only after a popular referendum."
Not only does this political and ostensibly democratic argument not erase the scandal of the absurd delay in drafting the country's Constitution, but it also says a great deal about the fact that no understanding has yet been reached among the political forces on the foundation of the constitutional project. At least from the prime minister's conversation with the press it should be understood that, until yesterday, there was hope that the constitutional draft could go to parliament in early July. He was asked why his government was doing nothing to save the 30 June deadline, which the prime minister himself had set as the final deadline for placing the constitution before parliament.
Mëkësi replied that, "the fault on the part of the Albanian government is due to the dispute that the PS is making over the approval of the constitution in parliament."
That is half the truth. The other side is linked to the fact that the constitutional project has been completed so late mainly because of the dragging on and the lack of readiness of the parliamentary majority to compromise with the opposition.
