COMMUNIQUÉ OF THE SOCIALIST PARTY

At the 92nd conference of the Inter-Parliamentary Union, held in Copenhagen on 12-17 September 1994, the truth about all the accusations raised against the chairman of the Socialist Party, Mr. Fatos Nano, was revealed. Through a parliamentary vulgarity, our country's representatives in the Inter-Parliamentary Union tried to lie to the deputies of the member countries of this international institution and especially to the Committee on Human Rights of Parliamentarians. According to the information presented by the Albanian representatives, the Albanian government would also have fulfilled 3 requests made by this committee: 1. To be ознакомized with the case file and to be given photocopies of the relevant documents. 2. To send, in the name of the Albanian government, a mission to Albania with the aim of verifying all complaints submitted to the Committee on Human Rights of Parliamentarians. 3. To continue the examination of the case of Mr. Fatos Nano at the next session of the Inter-Parliamentary Union. On 17 September 1994, at the 155th session of the Inter-Parliamentary Union, these three requests were not implemented. On the contrary, taking advantage of the change in the Albanian delegation at the session, made up of deputies of the Democratic Party and Mr. Ali Spahia, representatives of the parliamentary majority in the country, materials were presented that contradicted what had previously been declared. Starting from this irresponsible conduct, the Inter-Parliamentary Union deemed the statements made by the Albanian representatives to be untrue and decided to adopt a new resolution on the Nano case. This resolution calls for Albanian representatives to respect the standards and obligations arising from international conventions, as well as to allow an independent verification of the procedures followed against Fatos Nano. At the closing session, deputy Pjetër Papa, presented as a non-party deputy but in fact a member of the Democratic Party, tried to minimize the critical stance toward the Albanian authorities, but this was noted by those present. Ali Spahia presented the matter as closed, but the documents and the discussions held showed otherwise. The Socialist Party believes that the Nano case has now become a test of the state of democracy and the rule of law in Albania.

In the discussions, it became clear that he had been presented as a member of a non-partisan group, although in practice he was defending the government's line. This prompted reactions and questions from various delegates.
